Ultima Online Outlands Wildlands Expansion - Safe or Scam?

Is UO: Outlands safe or is it actually a scam? This video sheds a little light on the situation in my opinion which is based on my own personal experiences on the shard.
If you play Outlands be careful of what personal information you share while in the game and be careful about what websites or programs you access and share information on while the game is running.
In the video I detail the way I was able to dominate the leaderboard of UO:Outlands using a simple trick where gold is placed on a pack horse before it is killed, adding to the players total gold earned. The bug was never used to exploit the achievements system besides initial testing to see what would happen. Staff claimed to have fixed the bug, but it actually was not fixed until months afterwards, proving to me that the staff can not be trusted.
The shard's mechanics have all been adjusted to make the shard more of a Trammel ruleset than the initially promised Felucca (Open World) ruleset, making the shard a dishonest false advertising scheme in my opinion. Players are removed from dungeons, houses are walled off with invisible walls, CCC contestants are invulnerable to PKs, and now with the return of limited items which were "never to return" as part of the Wildlands expansion, it is clear that the only thing the staff seem to care about is making money in my view. They seem to have no intention of ever honoring their word about anything they say, and are often rude to their critics.

I saw owyn at a grocery store in Los Angeles yesterday. I told him how cool it was to meet him in person, but I didn’t want to be a douche and bother him and ask him for photos or anything.
He said, “Oh, like you’re doing now?”
I was taken aback, and all I could say was “Huh?” but he kept cutting me off and going “huh? huh? huh?” and closing his hand shut in front of my face. I walked away and continued with my shopping, and I heard him chuckle as I walked off. When I came to pay for my stuff up front I saw him trying to walk out the doors with like fifteen Milky Ways in his hands without paying.
The girl at the counter was very nice about it and professional, and was like “Sir, you need to pay for those first.” At first he kept pretending to be tired and not hear her, but eventually turned back around and brought them to the counter.
When she took one of the bars and started scanning it multiple times, he stopped her and told her to scan them each individually “to prevent any electrical infetterence,” and then turned around and winked at me. I don’t even think that’s a word. After she scanned each bar and put them in a bag and started to say the price, he kept interrupting her by yawning really loud
