It appears to be some type of walkway with a railing/hand supports & I'm guessing it is only used on train tracks or on trains, I say that because it was just put on the rear of the engine before it went en route to this call, it is not always left on that piece of apparatus.
Nice opening about the loss of ur pet. I am in the odd position of defending the FDNY even though I live in the Boston area. Now people saying its an a waste of resources etc, get ur facts right. ITS NYC, THE SUBWAY IS PACKED WITH RIDERS 24/7/365. A DERAILMENT IN A TUNNEL ON A SUBWAY TRAIN PACKED OF PEOPLE OF ALL AGES IS NOT A THING TO TAKE LIGHTLY. AS PEOPLE HAVE SAID, FDNY'S DISPATCH MUSTVE HAD A LOT OF CALLS SO THE DISPATCHER HANDLED THIS APPROPRIATELY. The FDNY like any major metropolitan city runs a set number of equipment for different alarms etc. The man power is needed. They don't know the full situation until they get there as the people calling are panicked and scared. There is a reason the FDNY runs so much equipment for the population they serve day in and day out. The crews are paid for so they got put to use here. Now let me end with a question, if u had ur choice would u want them to respond to this or sit in the station while this is going on? Keep in mind they are paid for either way.

+DanielR It also depends on what could be affected by the incident. When I was a firefighter in Liverpool, NY, we would send 1 engine to a car fire unless it was within 50 feet of a building, then we sent a full box response, with the first due engine having the ability to cancel everyone else. In NYC, I can see sending this many units to a "train derailment" because 1. when the initial call comes in, you don't know how bad it's going to be, and 2. if it is worst case scenario, it's going to take forever to get units through traffic to back up the initial responding units. This is a city of 8+ million people....most of whom don't know how to drive...you want to hedge your bet a little. As far as people standing around doing nothing, have you ever needed an extra pair of hands and it wasn't there? If they have the people to spare, I say go for it. I'd rather be a victim on a scene where there are too many people than on where there aren't enough.
+Felix Baxter - I figure what they staged for was the worst case when the rail service wouldn't have managed to evacuate these people in a timely fashion before they started suffering ill effects from the heat, and they would have to evacuate them over ladders, or leading them down the track - both scenarios would have needed a lot of personnel. People are complaining when they see what they think are "too many" firefighters in an incident, but the very same people would probably sue the FD if something happened to them and there were "too few".

***** That wasn't an over response. The response was necessary as people could have been injured or be injured very easily. Not too many people, they have the manpower (for good reason), and they put it to good use. The FDNY doesn't make the city broke. This is just a fraction of the units they have, and they need them, as they cover 8 million+ residents.
This was not an "over response", and how is it exactly "wasted equipment"? Wasted equipment would be something the city purchased for use a handful of times and then disposed of it. The FDNY, like most metropolitan cities in the US has a large fleet of specialty apparatus for use at incidents such as this or a variety of other non fire emergencies. The FDNY responds to many unusual incidents on a daily basis, they just don't always make the news or internet. As far as the "over response" comments go, consider this: The dispatch center most likely received an extremely large amount of calls reporting this, the people on the train that report it are going to be in a state of panic and they will make it sound like the worst train wreck of all time. Therefore a dispatcher needs to dispatch the appropriate number and type of units for a major incident until initial units arrive and confirm the degree of seriousness.

+DanielR It also depends on what could be affected by the incident. When I was a firefighter in Liverpool, NY, we would send 1 engine to a car fire unless it was within 50 feet of a building, then we sent a full box response, with the first due engine having the ability to cancel everyone else. In NYC, I can see sending this many units to a "train derailment" because 1. when the initial call comes in, you don't know how bad it's going to be, and 2. if it is worst case scenario, it's going to take forever to get units through traffic to back up the initial responding units. This is a city of 8+ million people....most of whom don't know how to drive...you want to hedge your bet a little. As far as people standing around doing nothing, have you ever needed an extra pair of hands and it wasn't there? If they have the people to spare, I say go for it. I'd rather be a victim on a scene where there are too many people than on where there aren't enough.
+Felix Baxter - I figure what they staged for was the worst case when the rail service wouldn't have managed to evacuate these people in a timely fashion before they started suffering ill effects from the heat, and they would have to evacuate them over ladders, or leading them down the track - both scenarios would have needed a lot of personnel. People are complaining when they see what they think are "too many" firefighters in an incident, but the very same people would probably sue the FD if something happened to them and there were "too few".

***** That wasn't an over response. The response was necessary as people could have been injured or be injured very easily. Not too many people, they have the manpower (for good reason), and they put it to good use. The FDNY doesn't make the city broke. This is just a fraction of the units they have, and they need them, as they cover 8 million+ residents.
This was not an "over response", and how is it exactly "wasted equipment"? Wasted equipment would be something the city purchased for use a handful of times and then disposed of it. The FDNY, like most metropolitan cities in the US has a large fleet of specialty apparatus for use at incidents such as this or a variety of other non fire emergencies. The FDNY responds to many unusual incidents on a daily basis, they just don't always make the news or internet. As far as the "over response" comments go, consider this: The dispatch center most likely received an extremely large amount of calls reporting this, the people on the train that report it are going to be in a state of panic and they will make it sound like the worst train wreck of all time. Therefore a dispatcher needs to dispatch the appropriate number and type of units for a major incident until initial units arrive and confirm the degree of seriousness.
