It was Jackson Beck, the guy who did voiceovers for "GI Joe", Rascals candy, Little Caesar's and many others. He was also a radio announcer for "Superman" back in the 40's and also the voice of Bluto in the Popeye cartoons as well as in many of the cartoons from Famous Studios back in the 40's and 50's.
On G.I. Joe, he was the narrator. He didn't play a character. I believe he did the voiceovers for the opening titles, commercial bumpers and the previews and summaries connecting the episodes if they were multi-part stories.

This guy is definitely NOT Jim Carey-Carey is more subtle. Neither has he lost his hair, though it is greying a little. He is a dear friend and yes, as uptownmoustache posted, he is still gigging in live theatre. Great singer. Great actor. Funny man. What we see here is him as a young actor in what I'm sure was a pretty lucrative little commercial shoot. I hope he took the money and ran.

Watching this commercial and how exaggerated the acting was, i can only imagine what would happen if Jim Carrey was the guy in the commercial, it would’ve been more insane than it already is in my opinion.
