I live in Kentucky and have been to NY just once, so I am not the right person to talk about this. You can do your own research. Many talk about the hustling culture and expenses flying through the roof but every place has sth to offer. Do your own lil research and see what suits you best

Or what's the another way to get SSN ?

No you can't get one without a job. You would need employers authorization(CPT, OPT, or other USCIS-approved employment) to apply for SSN

It depends upon many factors-scholarships, universities, state you are going to. In my case, for the 1st sem, it was around 10-15 lakhs
