12:31 You always play to your palette (personal collection of cards) before playing to the canvas (discard pile which determines the rules). This matters in the advanced versions of the game; if you have just a green 4 in your canvas, and you want to play a red 4 to your canvas and an orange 2 to change the rules to "most of one number wins", you must play the red 4 first. When you play the orange 2, you will have 2 cards in your palette, and since 2 is not greater than 2, you are not entitled to draw a card. It doesn't appear to have mattered in this instance, since Justin didn't play the card he drew and the 4 he played to the canvas entitled him to draw a card even with a 2-card palette, but it's worth noting.
9:56 You cut away from Justin's turn, but it would appear that he changed the rules from Yellow (most of one color) to Orange (most of one number). You're actually NOT allowed to change the rules unless those new rules allow you to win! This means that there is very little room for kingmaking in this game.
It's been awhile so I'm trying to remember what happened but usually when we use wipes to transition in these vids it signals a lapse in time that we couldn't make seamless in the edit. I'll do this to either edit out irrelevant dialogue or even the occasional censorship. Regardless, on either side of that circle wipe, the gamestate had changed. Sometimes a trade-off is necessary to have a final product we can endorse

You're right, in the advanced rules this is something that must be followed. Good catch
