I've seen this behavior by cops in my hometown too. I don't like it! It must have something to do with sneaking up during a bust. I suspect they are trained in this behavior.

Are you cycling for fun/exercise or commuting? I've found that most Madison folks are pretty tolerant and safe, but there are a few you have to watch for. Stay safe.
