You can also use recommended size chart. 1to 3 year 8.5 inches circumference 3 to 5 year 9 inches circumference 6 to 10 year 9.5 inches circumference. Hope that helps. You said you are using a 5.00 MM, hook. It looks much smaller, and 102 chains with a 5.00MM hook would be too large for an infant. This is very confusing. I realize, now. You are using a steel hook. Are the sizes different? Even so, 5.00MM, is the same steel, aluminum, plastic, or wood.

This is locally manufactured crochet hook which is approximately equal to 2 or 3mm crochet hook size. You can use 2 or 3mm for this project.

It's a local crochet hook which is actually equal to 2mm aluminum crochet hook in size. So you can use 2mm or 2.5mm aluminum crochet hook.
