In the Apartheid error we had building inspectors that checked on newl buildings. And they would only allow you to build to a certain height and they were there to check. And older buildings were also checked if my memory serves me well and it does.. The lifts were serviced as well.
Maybe ANC did away with the low paid inspector's jobs?? Now they face the consequences 😮

I can guarantee that in the time of apartheid a tragedy like this would never have occurred unless it was due to and ANC bomb or natural disaster because the authorities ensured that building fire safety was always to the highest standard irrespective of race or culture. Having worked in public safety for 40 + years (a large part in Johannesburg) these are my observations and opinions:
1) There are stringent almost autocratic laws and regulations in place that ensure the safe occupation of any building whether private or public. All of these have been promulgated by Parliament subservient to the Constitution.
2) These laws and regulations bind the authorities to ensure that property owners comply with all codes and minimum standards whenever a building is occupied. The National Building Regulations read with the Building Control Act in all of it's complexity is a volume collection from A to X of minimum standards to which any property owner must comply and which any municipality is commissioned to enforce in terms of the law. Where was the City of Johannesburg's role in ensuring that this building was proclaimed safe for habitation?
3) The legislation places the onus on a property owner to ensure that any property under it's control/ownership must either be safely occupied or if not safe be adequately barricaded to prevent illegal entry or occupation and as a last resort can be compelled by the authority to demolish the building in extreme circumstances where entry cannot be controlled or eliminated.4) I am certain that when a case of trying to prevent eviction is brought by any NGO to a court albeit to the Constitutional Court that any esteemed Justice would ignore the importance of safety of occupants in determining a judgement. The Bill of Rights clearly states that people have the right to SAFE housing thereby obligating any sphere of government to ensure that people are justly provided such an environment.
5) Where to apportion blame for this tragedy? Squarely at the feet of the City of Johannesburg Municipality for it's inaction and eternal excuses and to an almost equal degree the NGOs and property owner!

Townships used to be ruled by apartheid government. Townships are still around and very much in the picture, it is just those "rulers" that have been racist that went into hiding with their racism. But don't underestimate them. They are now minority groups, and difficult to get caught in the act, but the racism attributes are still ongoing.
So Apartheid is responsible for open borders and illegals burning down our buildings, or the Zama Zamas digging up our streets, or the Cholera, or empty taps, potholes, destruction of SOE'S, rail tracks being vandalised, 80 murders a day, youth unemployment(mostly born post 1994. The ANC is happy they have supporters like you who excuse their bad governance. By the way most Townships sprang up after Apartheid, You would have known that if you were South African.
