I really hope they change the research center to not be retro active - or just drop the hedge from it, or have it apply to workshops only.. something. this feels 'off' and unintended as it is.
Yea smugglers bounty is terrible for smugglers. Maybe if it was half the rate... but you just juice your opponents like crazy. Also a smug bounty appearing when no smugs are in the game is pretty silly LOL.
I had a Research Center district building in my main base. One that finished it gave +15% Hegemony retroactively for territory I owned, and since I had so much high value territory it was enough to push me over
