2008 Charger, new battery, new starter, power at the relay, power to the big terminal on the starter, new relay. To ops check the starter, as other have demoed by pulling the relay and providing a "jumper" between 37 and 80. Nothing. Ohms check the "tickle" wire at the starter, get an ohm reading but not like a solid ground, with the needle pegging out. Is there anything between the relay pin and the starter?
Need to look at wiring diagram. You can also try hot wire the starter to see if it will crank. If no crank, check the grounding. Also could be a seized engine.

@allenchow-dc6br you said starter relay not grounded. You need to have relay coil side ground working well, otherwise no circuit through could, no switching inside relay.
I left the key in the ignition halfway through the night (ADHD🤦🏽♀️), the battery seemed drained this morning, i used my jumpstarter pack and this is whats happening, single mom of 2 here close to xmas, no prior issues with the van, im freaking out, dodge caravan 2017
How did you not check the engine fuse box from day 1?
Were you able to pinpoint which relay was causing the no crank situation? I have an 09 with the same problem but it isn't missing any of the relays.
Look at the inside of the fuse box cover, and look for starter motor relay.
