I believe that's Axl from the same game, since both of his supers can't combo with themselves, so the opponent can tech out, block the rest and then punish Axl.
Heritage seems like the kind of game where a character would be absurdly broken top 1 in any other game and only be considered mid tier at best in heritage because everyone else is more broken.

All of the low-tiers in HftF have one thing in common - if they were in ANY OTHER FIGHTING GAME, they'd be busted as all fuck. But since they're in HftF, where everyone is busted to shit, they languish in the kiddie pool.
Small nitpick: Hol Horse was less "meant to" be part of the main cast and moreso thought it wouldn't have been a bad idea. From an interview that was featured in Jojonium Vol.10: "I had planned from the beginning to have Kakyoin and Polnareff switch allegiances away from DIO to join the group, but I didn't plan this for Hol Horse. However, I don't think it would have been such a bad idea to have him join the group." [...] "However, my conclusion was that he would throw off the balance of the group if he were to join. As far as his character is concerned, both his looks and his personality overlap somewhat with Polnareff, and I felt that it would be difficult to work in his Emperor Stand as an ally. " There's a bit of other stuff in there too, like the fact that he also would have clashed with Kakyoin's Emerald Splash power-wise. It's one of those things that people kinda took from a single piece of art and ran "Considered but decided against it" into "He was always going to but Araki changed it"
Yeah, and ultimately his current arc works better. Hol might be deadly being supported by someone else, but his lack of determination as a stand user *despite* his potential pretty telling, which in nice contrast to the heroes largely can (and lets face it, do stand alone, they don't fight as a team that much.) fight alone but travel together. Being one of those guys requires taking control of your own destiny and being willing to die for their convictions, a sense of duty that is completely devoid from Hol. He always is the express support to another, more dangerous character or literally throws away any intuition to gamble with fate.
I always wondered during what stage of development he had these considerations. Did he always intend Hol to near-fatally injure Avdol and in that case, was him teaming up with the Crusaders considered with that taken into account or was the version of Hol that he was considering for that different than the one we know? Then again, I guess that goes into more broad questions about how Araki writes his stories to begin with. Like, when was Hol first conceptualized and was his role in the story always set in stone? I know that Araki does shift things during the run (I'd be amazed at the weekly publication writer that didn't), but how much of the plan was created before publication began? I always find statements writers make about these alternative ideas in their works fascinating, because I think about the ways in which these decisions would/wouldn't alter the story. Like, if Araki decided to go through with Crusader Hol, would he have downplayed his malicious nature during Hanged Man or would he have stuck to the plan and made the team-up more reluctant, like the kind of frenemy situation we saw a little bit in Justice (Which come to think of it would've been pretty rare for JoJo, they don't really play that trope alot)? Ultimately though, I am glad he stayed a dedicated villain. While I never really agreed with Araki's reasoning in that decision, it did more good than bad for Stardust as a whole. Without that decision, Hol & Boingo might not have happened, which would've robbed Stardust of it's best chapter.

Hol Horse has theoretically infinite ammo, he can never be disarmed because the gun itself is his Stand, and his aim is perfect as long as he's focused. Mista has a regular six-shooter that he has to reload, he can lose it or fail to draw it in time if things go badly for him, and he's reliant on Sex Pistols's bouncing to pull off his tricks. Hol Horse would be a very difficult character to write in a battle scene because unless you have him act like a complete moron, then there's no reason he shouldn't be able to just instantly and unerringly gun down everyone who crosses him (and Araki did indeed have him act like a complete moron, but this would be more frustrating than funny if he were a good guy). Mista, meanwhile, has just enough weaknesses that you can really fuck him over in a fight.
Crazy excuse for the emperor thing imo, cuz it feels like dude couldn’t get enough of gun stands after part 3. First it was mista, who kinda delivers on the promise of Hol Horse being in the crew but without the yeehaw, and then you have FF, who i think was given a gun just so she could do SOMETHING. I wonder if Araki had moments of hindsight when writing those two characters where he imagined scenes he could have done with a Stardust Crusader Hol Horse but instead has to put that creativity into Mista and FF as a substitute. I LOVE how Capcom used the media of video games to portray some of it's characters abilities. Hol Horse shooting the arcade cabinet itself for both his Glass Shower move and his Hanged-Man Super is so, so creative. HFTF Hol Horse is the single greatest portrayal of the character imo, also having some pretty great voicelines too. He's not the best character but he was never meant to be. And that is the true essence of the Whole Horse, a silly guy with some silly combos.
Capcom was really good with the portrayals in this game. In the source material, Alessi is a pretty meh character. But in HFTF, they ignited him with such goofy energy, put so much love into his animations, and made him (imo) the funnest character to play in the game.

I FELT that "God I love this game" on Hol's throw. There is just something so special about these kinda games man. The mind boggling jank is the best lol
Honestly, a lot of its the result of poor balancing decisions or outright mistakes, but it's neat how much 'requires quick thinking and a strong ability to weigh your options, extremely dangerous in the right circumstances but has to spend a lot of time running away, fishing, and fighting uphill' fits the character's personality and role in the story. Even Hoingo going from 'extremely scary if he has advantage' to 'annoying troll character' fits that second fight with Hol Horse being played for comedy instead of as a serious threat.
Its extremely fitting that Hol Horse is in B tier, he's canonically used to being second. Like being the student in class who's perfectly content with a B on a quiz, sometimes its just enough to survive.
While on the topic of Hol Horse in fighting games, ASBR Hol Horse is definitely a lot better compared to in Heritage. The environment he's in lets his zoning be a lot more threatening and he has some good tools up his sleeve. He can still do backruns and change direction of bullets for some moves, but he also has the ability to charge his bullet to do more damage and helps in juggle. He also has a better J.Geil/Hanged Man. He's one of the few characters with a unique combo breaker, since you can call out Hanged Man as long as their's a puddle on the ground. This makes him and funnily enough, Diavolo, the only characters with unique breakers outside of assists. Speaking of assists, he has one of the better assists thanks to J.Geil yet again lmao. He throws out a bottle and Hanged Man attacks, with both doing damage. The good part is that you can get the benefit of Hanged Man and also have a body block with Hol Horse funnily enough. And while not anything substantial, he has another unique mechanic involving the female roster. He does more damage to female characters at the cost he gains less meter when attacking, giving him a very strange, albeit rare to use buff considering how low ASBR's female roster is (Doesn't affect Foo Fighters btw). He also has unique dialogue for every female playable character which I think is pretty funny. I think a video discussing the differences between HftF and ASBR, characters, design philosphies and balance would be pretty cool one day. ASBR isnt talked about all too much because Bandai hates rollback but it would be cool to see some more deep dives into Jojo fighting games.
fun fact: in the story mode, there is a special scenario match where you play as Polnareff against Hol Horse, immediately after J. Geil is killed. When fighting against Hol Horse, he is unable to use any move that involved J. Geil/Hanged Man (y'know, because he's Dead.) This includes his throw, since it involves Hanged Man.
one thing you forgot about slow bullet to add to its laundry list of strengths: the slow bullets themselves actually continue traveling DURING superflash, meaning with enough meter to dump hol can just freeze the opponent into unavoidable setups at the right spacings. it loses to preemptively rolling, but since you can shoot another bullet to cover the roll anyway, with enough meter this is a surprisingly good, cheesy round closer

Tbf that _is_ pretty accurate to the manga, in his first appearance he manages to take Avdul out of commision for a decent chunk of the story, in his last appearance he manages to... *stick his fingers up Polnareff's nose and then shoot himself in the face.*
You didnt talk about glass gambling! basically whenever you do falling glass (as regular hol horse) it will sometimes drop boingo's box instead, once it hits the ground he will try to leave the screen. as long as that box remains on screen hol's throw damage is multiplied, not really sure by how much, but the damage is nothing to scoff at and iv won matches because of it. Also i could be wrong because it has been a minute since iv played but im pretty sure his grab range is also buffed meaning they dont have to be rolling into you to be able to grab them.

I know its not likely to happen but Im surprised you didn't mention that Hol's glass shot has a small chance to have boingo fall down which turns his awful throw into possibly the best throw in the game. You cant rely on it, but its funny that it can even happen at all.
Hol Horse feels really interesting to compare with Urien. I feel like they're the same type of character, a high-risk/high-reward frame trapper with strong normals who wants to hit a vital launcher knockdown to cash out on metered unblockable set-ups. Hol Horse wants to hit 5H to start his slow bullet loops while Urien wants a 2HP to start doing his big combos and Aegis Reflector set-ups, and they both want to generally stay at mid-range to try and catch the opponent lacking. However, Hol Horse has some of the easiest combos in the game while Urien has some of the hardest. Hol is a zoner and Urien leans closer to a rushdown. I think the real difference between them comes from what game they're in. Urien can go in and get a 2HP after a risky parry so he can start his gameplan, but Hol Horse struggles to get anything done because half the cast can press a button and be immune to his two biggest strengths (knockdowns > slow bullet and his otherwise good chip damage). HFTF is just so hostile to Hol Horse that he can't do much. HFTF actively disables a lot of Hol's gameplan while 3S enables Urien's. I think Urien without the ability to parry and if his 2HP only sometimes got a full juggle knockdown would be in a very similar state to Hol Horse.

I mean, back in 2020, Hol Horse mains were noob traps on Fightcade, truly terrifying, I used to lose to them all the time, but now in 2024, I, a Mariah main, can kinda win against most Hol mains I encounter, so that kinda shows how exploitable his weakness are. Most people that are now very good on the game were forced to train against matchups with Hol Horse all the time back then. Also, I said most, not all, and they're pretty hard to find nowadays, especially for me that am perpetually stuck on the D rank due to Mariah being as good of a character in this game as a cockroach is a good pet irl
Hol's hanged man super is legitimately one of the best I have seen in any fighting game, such unique framing with the bullets shooting the screen and hanged man appearing from the shards. not to mention the animation is so sick
Kinda sad that in the Hoingo part you didn't mention my personal favorite move in his kit, 2B, AKA the Discount Brick. It's so insanely fast compared to regular Hol's, with a ton of horizontal range and frame data that makes it a very dangerous poke, anti-air, and juggle tool. Plus it's just hilarious to shut people down as a dingus with a brick.

I'd say Hol Horse is, with Shadow Dio, one of the best characters to get into the game. He's very easy to pick up and teaches you a lot about how to punish mistakes and, thus, how not to commit them yourself. That little cowboy's cruel oki gameplay and absurd 214AA has a special place in my heart as it introduced me to the game.
Hol and Rubber for gimmicky fun setup characters S.Dio and B.Pol for a straightforward rushdown playstyle And Khan if you're being too honest, or just really like spinny funny

I love how my immediate instinct was that this would be analyzing Hol Horse’s role in the show and his abilities there, so seeing the fighting game right away caught me by surprise.
With how important active stands being immune to knockdowns and chip is I’m curious to see what the meta would like if those traits were just removed from them outright. It seems like that would have a massive effect on tierlists and the viability of a lot of HftF’s low tiers.
yeah, her tools are really bad level one so she starts every match on the back foot. And this isn’t like 3S chun where round start she’s weaker and then gets meter and instantly threatens everyone, you need like three knockdowns before the command grab is even usable and before her supers are good combo enders. Hol would do a lot better, slow bullets spaced correctly are undodgeable and so if his Oki was a consistent feature and he could build some meter he’d actually be scary to a lot of the cast.
Loving the Heritage videos, gives me a little burst of nostalgia for when I emulated this in High School. Can’t wait to see if you’ve got videos in mind for Midler or Devo, Midler was one of my favorites to play.
Hol Horse is so beautifuly designed in this game. Like it's so in-character for him to be a low tier who's still very threatening if not taken seriously. So many new players end up like Polnareff in the manga: looking like complete chumps while this cowboy with no active stand just guns you down. And like the manga, once you figure him out, Hol Horse isn't scary. He's just annoying. Definitely one of my favs from this game, Capcom was cooking with this guy.
I fucking love Hoingo's command grab super. Sure the character is bad, but it is damn funny that he can stick his fingers into the nose of the entire cast (including a bird and a dog).
I mean, it certainly makes sense, considering the early parts of Windows TH(which is when the fighting games had their start) were pretty jojo pilled anyways.(The final boss of TH6 is essencially just Dio: Silly little girl edition)
Hol Horse needs a single knockdown, meanwhile YoJo needs to bust his ass off just to make this mu even Hol is a good reminder of how BS this game can be at times and yet he is still lacking in many areas, much like other C tiers He's such a "balanced" character in the context of this game it's ridiculous, it's harder to grab him but he can't grab a huge part of the cast because it's punishable; he easily chips any passive Stand user but can't do anything when an active/weapon Stand user presses S with the lifelead and then we have Hoingo

So for example, if a HfTF player beats a knowledgeable Hol Horse for their first time, they're considered to have advanced up as a player because they themselves are able to beat the character that commonly checks a lot of noob strategies!

I FELT that "God I love this game" on Hol's throw. There is just something so special about these kinda games man. The mind boggling jank is the best lol
Honestly, a lot of its the result of poor balancing decisions or outright mistakes, but it's neat how much 'requires quick thinking and a strong ability to weigh your options, extremely dangerous in the right circumstances but has to spend a lot of time running away, fishing, and fighting uphill' fits the character's personality and role in the story. Even Hoingo going from 'extremely scary if he has advantage' to 'annoying troll character' fits that second fight with Hol Horse being played for comedy instead of as a serious threat.

Its extremely fitting that Hol Horse is in B tier, he's canonically used to being second. Like being the student in class who's perfectly content with a B on a quiz, sometimes its just enough to survive.
While on the topic of Hol Horse in fighting games, ASBR Hol Horse is definitely a lot better compared to in Heritage. The environment he's in lets his zoning be a lot more threatening and he has some good tools up his sleeve. He can still do backruns and change direction of bullets for some moves, but he also has the ability to charge his bullet to do more damage and helps in juggle. He also has a better J.Geil/Hanged Man. He's one of the few characters with a unique combo breaker, since you can call out Hanged Man as long as their's a puddle on the ground. This makes him and funnily enough, Diavolo, the only characters with unique breakers outside of assists. Speaking of assists, he has one of the better assists thanks to J.Geil yet again lmao. He throws out a bottle and Hanged Man attacks, with both doing damage. The good part is that you can get the benefit of Hanged Man and also have a body block with Hol Horse funnily enough.
And while not anything substantial, he has another unique mechanic involving the female roster. He does more damage to female characters at the cost he gains less meter when attacking, giving him a very strange, albeit rare to use buff considering how low ASBR's female roster is (Doesn't affect Foo Fighters btw). He also has unique dialogue for every female playable character which I think is pretty funny.
I think a video discussing the differences between HftF and ASBR, characters, design philosphies and balance would be pretty cool one day. ASBR isnt talked about all too much because Bandai hates rollback but it would be cool to see some more deep dives into Jojo fighting games.
fun fact: in the story mode, there is a special scenario match where you play as Polnareff against Hol Horse, immediately after J. Geil is killed. When fighting against Hol Horse, he is unable to use any move that involved J. Geil/Hanged Man (y'know, because he's Dead.)
This includes his throw, since it involves Hanged Man.
The lack of the absolutely amazing looking HFTF Hanged Man super makes ABSR Horse F tier in comparison honestly.
I find that asbr hol is a lot slower, and not being able to stand button bullet control makes him by far a lot less fun to play, imo.

one thing you forgot about slow bullet to add to its laundry list of strengths: the slow bullets themselves actually continue traveling DURING superflash, meaning with enough meter to dump hol can just freeze the opponent into unavoidable setups at the right spacings. it loses to preemptively rolling, but since you can shoot another bullet to cover the roll anyway, with enough meter this is a surprisingly good, cheesy round closer

basically whenever you do falling glass (as regular hol horse) it will sometimes drop boingo's box instead, once it hits the ground he will try to leave the screen.
as long as that box remains on screen hol's throw damage is multiplied, not really sure by how much, but the damage is nothing to scoff at and iv won matches because of it.
Also i could be wrong because it has been a minute since iv played but im pretty sure his grab range is also buffed meaning they dont have to be rolling into you to be able to grab them.
He might be low objectively, but in our hearts, he's SSS+

Hol Horse occupies the zone that all the characters I like to play as live in tbh, just, really cool fun characters that aren't so good that you ever feel like they're playing you
I know its not likely to happen but Im surprised you didn't mention that Hol's glass shot has a small chance to have boingo fall down which turns his awful throw into possibly the best throw in the game.
You cant rely on it, but its funny that it can even happen at all.
Hol Horse feels really interesting to compare with Urien. I feel like they're the same type of character, a high-risk/high-reward frame trapper with strong normals who wants to hit a vital launcher knockdown to cash out on metered unblockable set-ups.
Hol Horse wants to hit 5H to start his slow bullet loops while Urien wants a 2HP to start doing his big combos and Aegis Reflector set-ups, and they both want to generally stay at mid-range to try and catch the opponent lacking.
However, Hol Horse has some of the easiest combos in the game while Urien has some of the hardest. Hol is a zoner and Urien leans closer to a rushdown.
I think the real difference between them comes from what game they're in. Urien can go in and get a 2HP after a risky parry so he can start his gameplan, but Hol Horse struggles to get anything done because half the cast can press a button and be immune to his two biggest strengths (knockdowns > slow bullet and his otherwise good chip damage). HFTF is just so hostile to Hol Horse that he can't do much. HFTF actively disables a lot of Hol's gameplan while 3S enables Urien's. I think Urien without the ability to parry and if his 2HP only sometimes got a full juggle knockdown would be in a very similar state to Hol Horse.
Geez. I didn't know Hol & Oingo lost that disgusting unblockable bullet for "more unblockable bullets but infinitely slower & worse" or that the latter super goes away if hit. Poor bastard.

I mean, back in 2020, Hol Horse mains were noob traps on Fightcade, truly terrifying, I used to lose to them all the time, but now in 2024, I, a Mariah main, can kinda win against most Hol mains I encounter, so that kinda shows how exploitable his weakness are. Most people that are now very good on the game were forced to train against matchups with Hol Horse all the time back then. Also, I said most, not all, and they're pretty hard to find nowadays, especially for me that am perpetually stuck on the D rank due to Mariah being as good of a character in this game as a cockroach is a good pet irl

Kinda sad that in the Hoingo part you didn't mention my personal favorite move in his kit, 2B, AKA the Discount Brick. It's so insanely fast compared to regular Hol's, with a ton of horizontal range and frame data that makes it a very dangerous poke, anti-air, and juggle tool. Plus it's just hilarious to shut people down as a dingus with a brick.
It's so funny because if you dropped him in literally any other fighting game he would be top 3 at worst

I'd say Hol Horse is, with Shadow Dio, one of the best characters to get into the game.
He's very easy to pick up and teaches you a lot about how to punish mistakes and, thus, how not to commit them yourself.
That little cowboy's cruel oki gameplay and absurd 214AA has a special place in my heart as it introduced me to the game.
Hol and Rubber for gimmicky fun setup characters
S.Dio and B.Pol for a straightforward rushdown playstyle

I love how my immediate instinct was that this would be analyzing Hol Horse’s role in the show and his abilities there, so seeing the fighting game right away caught me by surprise.
With how important active stands being immune to knockdowns and chip is I’m curious to see what the meta would like if those traits were just removed from them outright. It seems like that would have a massive effect on tierlists and the viability of a lot of HftF’s low tiers.

yeah, her tools are really bad level one so she starts every match on the back foot. And this isn’t like 3S chun where round start she’s weaker and then gets meter and instantly threatens everyone, you need like three knockdowns before the command grab is even usable and before her supers are good combo enders. Hol would do a lot better, slow bullets spaced correctly are undodgeable and so if his Oki was a consistent feature and he could build some meter he’d actually be scary to a lot of the cast.
Loving the Heritage videos, gives me a little burst of nostalgia for when I emulated this in High School. Can’t wait to see if you’ve got videos in mind for Midler or Devo, Midler was one of my favorites to play.
Hol Horse is so beautifuly designed in this game. Like it's so in-character for him to be a low tier who's still very threatening if not taken seriously. So many new players end up like Polnareff in the manga: looking like complete chumps while this cowboy with no active stand just guns you down. And like the manga, once you figure him out, Hol Horse isn't scary. He's just annoying. Definitely one of my favs from this game, Capcom was cooking with this guy.
He can cancel any move into another move, making jojo the most powerful jojo .

Hol is a good reminder of how BS this game can be at times and yet he is still lacking in many areas, much like other C tiers
He's such a "balanced" character in the context of this game it's ridiculous, it's harder to grab him but he can't grab a huge part of the cast because it's punishable; he easily chips any passive Stand user but can't do anything when an active/weapon Stand user presses S with the lifelead

For the hoingo section, pipe super's initial hitbox is actually not a terrible anti air because its disjointed and always stand crashes, but thats about it
Hol Horse is my main and aerial glass special hurts my fingers on a PS2 controller after a handful of sets, but you do it because you have to.
