Basically a particular basketball team didn't have good enough players to realistically compete in the playoffs, so they decided to lose on purpose (AKA tank) during the regular season so that they would get better draft picks (the teams that perform the worst during the season get to pick their players first from the draft class. This team was very blatant about it and many people were upset because it goes against the spirit of the game to not even try to win. Their plan worked though, and after tanking for a few seasons they drafted some really good players and now are good enough to compete at the highest level in their conference.
