One thing I never figured out about Dio stopping time was whether or not he was stopping time in a localized area like within a hundred feet of himself or if he was stopping the entire worlds time or if he was speeding up his movement and perception to the point where everything else stopped
I think he stops the whole worlds time but he can only move in a certain range. If it wasn’t the whole worlds time then everything would be weird and messed up, like time in the area where Dio stopped time would be behind

Dio can only stop time if you are within a certain distance of him. If his time stop was universal it would be too op to beat.

So the things that come out of them are things called Stands

Long explanation: a Stand is the physical representation of one’s willpower and mental strength and can be used as an extension of one person each stand has a power that’s directly related to the persons personality (Josuke cares about others more than himself so he can heal and restore anything with a touch but can’t heal himself, and Abbachio was a former detective and his Moody Blues allows Abbachio to see a persons past actions) these abilities can range from shooting nails as bullets to stopping time or rewinding it. Also they aren’t an exact representation like for example Jotaro (or anyone for that matter) could ever punch with over 300kgs of force but Jotaro’s stand Star Platinum can. Also in part 3 Stands were originally named after tarot cards and then a color (Hierophant Green, Silver Chariot) but was then changed to Egyptian gods (Geb, Atum, Osiris) but for the most part it’s whatever sounded cool. Part 4 and later stands were named after pop songs albums and bands (Crazy Diamond, Green Day, Made in Heaven, Dirty Deeds Done Dirt Cheap, Born This Way)
