My guess is that the first person world model command was used for the currently broken TF2 VR mode that was released when the original Oculus Rift DK1 came out. When you looked down in VR, you would be able to see your own body, exactly how the command does!
The thing about how you lost the first challenge is that, when you took fall damage right before the two pyros caught up to you, you might have actually been able to escape if you had your dead ringer up since fall damage does trigger its effects.
cl_firstperson_uses_worldmodel was added when Valve made TF2 compatible with VR (Which was a long time ago and I am not sure if you can still play TF2 in VR), since viewmodels would work poorly with VR so they made it use your worldmodel (How you look in thirdperson) instead.
The command likely exists for use of a VR Headset with TF2; which would allow you to look around in real time and see your own body and weapons while fighting in VR.
