Step 2: Insertion of this isolated gene in a suitable vector.
Step 3: Introduction of this Vector into a suitable host.
Step 4: Selection of the transformed host cell.

Sir I thought the restriction enzyme is only used to cut the Gene of interest. Does it also include cutting the bacteria?

Restriction enzymes are used to cut DNA...Then the vector with our gene of interest is transformed into bacteria using suitable gene transfer methods. hope you are clear

Restriction enzyme also used to cut the vector /plasmid, to which we want to insert our gene of interest. The cutting of vector is carried out for creating sticky ends in the vector.
