There is an oval shaped cover in the bell housing with two 9/16 bolts take it off and Cumminsakes a tool that looks like the gear on the starter with a square hole for a ratchet. You can turn it direct by the flywheel then.
Lift the rear wheel on one side up. Release the brake and turn a chain around the wheel, put that thing in highest gear possible, and pull on that chain with a pickup truck. That will make it come loose. Just a snuck or two. Good luck with it
The piston rings might be rusted to the cylinder walls. Marvel mystery oil or atf and acetone mix and letting that soak for a while could break the rust loose.
I can say those jump packs are amazing had to get a jumpstart this morning with one it was only connected to my truck for about a minute and was able to crank it up
Air pressure into the stuck cylinder if you can make up some kind of fitting to fit the injector hole. Or pull the starter and get a pry bar on the flywheel so you can move it back and forth. I use to have a baring tool made out of an old starter, but I haven't seen it in like 30 years and two moves. It was just a crude thing I made with a torch and a welder and a scrap pto shaft for a lever
There should be a hole in the bottom of the bell housing to enable you to bar the engine over using the ring gear, with a very large screwdriver or a pry-bar that fits This is for when you adjust the clutch. Hope this helps.
My childhood friend has one of these 9670 s behind his moms house were he grew up dad drove it years ago. Been sitting since late 80s. Still there today
Clean out those sleepers on the cabovers before tilting the cab. You can end up with a busted windshield from junk rolling of the bunk into the windshield. I know from experience years ago when I started driving them in the sixties!
Pull the starter and put a bar ti the flywheel. You could turn it in reverse or bump it forward. I saw you checked to see if it was in neutral, but the xlutch could still be frozen/rusted onto the flywheel as well. Trans locked up that way could make it seem like the engine was stuck.

the only 4 ways I know, you have done 2 which is derv in the cylinder, rotating the crankshaft, rotating the flywheel, and hammering the living daylights out of the piston when all else fails. there might be some other newer products that some others might be able to suggest, but only going what I was taught in 1995 with old school vehicles in car maintenance course.
That's the truck I started my driving career on a 9670 international cabover and it even had those dated Dayton wheels and it was spring ride. The only thing that was air ride was the drivers seat lol
At least you had an air ride seat. The first truck I drove was bolted to the floor, could move back and forth that was it. A 1966 GMC Crackerbox, 238 Detroit, 5 speed transmission with a 2 speed drive axle. At 2100 RPM in high gear it ran 53 MPH .

Bro that inch drive ratchet brought back some good memories of when I had my fishing charter boat. I built the boat myself, she was 48' long and of coarse having 2 v8 cats in her well you know you've got to have big tool's. Reason I'm saying this is cause I bought the whole set at a flea market and only paid $25.00 for it I bought it because being on a boat you know it's gonna rust out quickly. But you know for being an old cheap set I used the heck out of them.And I'm telling you that set of cheap chinese tool's got worked hard and never ever broke or gave me any trouble. Trust me when I say being cheap chinese tool's after that I have bought a lot of them and thier not as bad as people make them out to be they are a damn sight cheaper. Just go's to show you not all tool's are created equal.
On the bottom of the bell housing is a pipe plug directly in line with the fly wheel teeth also depending on the type and position of the clutch you may be able to use like a six ton jack to push up against the pressure plate through the adjustment plate
I hydro locked my 96 7.3 powerstroke after doing injector cups because I didn’t seat them correctly, pulled them glow plugs tuned over until all the water shot out gave her a couple of oil changes/flushes and she’s has never given me any issues them older diesels are damn near impossible to kill, instead of giving up I would have pulled the valve covers just like you cuz once that engine frees up and moves that oil around she’s good
Go from the transmission you’ll have to take the one end of the drive shaft on the trans side put the u joint U bolts back in put the trans in a high gear and stick a pipe or something where the u joint caps would be
Just like aircraft - the longer a truck sets, the harder it is to get them to run and run safely. I had to get new hood hinges and new door hinges to make my truck drive safely.
Off of the subject, yesterday February 13, 2024 I spotted a Scania truck set up as a compressed gas transporter, that is not the issue. The issue is that the Scania truck was not your traditional cab over design. It actually has a nose to it making it a engine forward design. I did not get a chance to photograph it since I was driving to an appointment. This was seen on an island in the southeastern part of the Med. The truck was brand new with the traditional Scania bull bars in the front and the trademark auxiliary head lights in this bull bar.
Get freeze spray (Loctite freeze& release)to piston head then sit upright washing on top, loaded outer balance and run spin cycle several times. Spray again after each cycle.
Use some sort of rust remover and oil spray down cylinders let it sit and maybe try dropping drive shaft of the back of the box and putting it in gear and use york with a bar to spin it over

Theres a barrimg tool that bolts in the place of the starter and is gear reduced so barring is easier, you can bust the teeth off the flywheel (don't ask how I know lol) so if you use one be careful, bar with the starter tool and the balancer bolt at the same time, good luck 🤞

Don't need to pull the rocker boxes to pull the injectors. Top Stop injectors suck. I worked at Cummins Ontario in Toronto Canada in the 70s as an engine rebuilder and in the truck bays.
What do you got one of those big bars that has the roller chain on it or a big pipe wrench and put it over the harmonic balancer would that still break the balancer or tear the balancer up because of 48 inch pipe wrench opens up pretty wide
Get or make an adapter for the injector hole to a big grease gun. Pump the cylinder full of grease. That can get literally thousands of psi onto the piston. If that don't work, nothing will.
We had a feller buncher that if the exhaust was left uncovered it would also fill the engine with rainwater, even over just a single hard rain overnight, looks like the #3 exhaust valve was open, refilling the cylinder, I’d try blowing it again now that the exhaust has been drained, and see if it still refills. Filling the cylinders with marvel mystery may aid unsticking anything the water may have seized up. …..”may”. We didn’t forget to cover that soot pipe often, but when we did it was an entire ordeal, wherever it may have been parked. 😅

Blow engine block out off collant, pour some rust dissolver in cylinders (vinegar, contact spray for electricity, some light acids). Come back next day, blow cylinders with air and pour diesel in them.

I can tell you for a fact that rain goes down those stacks if they aren't curved or have rain caps on them. when my truck sat in the rain on the weekend monday morning it would spit black wet soot out all over the truck. put some curved tips on it.

I have a 1987 vw that was all locked up when i got it, i put 50/50 mix ATF and acetone. after 24h it was free.

Tip for old seals squirt some dexron trans fluid on them , let that soak in and hit it again, while you're doing other things. Really helps out.

Take the drive line off and put it in low gear and put a bar through the transmission yoke to turn the engine over just a thought
Maybe try to use te starter gear to put your rachet on otherwise weld a bolt or socket on the starter gear
