Dmitry Bortniansky was of a LEMKO-RUSYN nationality. Born on October 28, 1751 into the family of Stefan Skurat (or Shkurat). Lemko-Rusyn Orthodox religious refugee from the village of Bortne in the Malopolska region. He was entered in the Cossack register of Glukhov in 1755 (city of Hlukhiv present-day Ukraine), then a part of the autonomous Cossack Hetmanate within the Russian Empire.
Bortniansky is the russian composer, the most talented pupil of Galuppi. He never been in Ukrain state since his childhood, he didn't know a single ukranian word (anyway it is a dialect of the russian lanuage). He spend all his life in Sankt Petersburg. How could he be a ukranian composer? There was not Ukraine state in XVIII centure at all
He was RUSYN/RUSIN by his father, which is almost Ukrainian. But he lived most of his life in Russia so he is not really a NATIONAL Ukrainian composer but yes he can be considered as Ukrainian.
