While others think he was antagonizing him just for kicks, Dignam was trying to get a rise to make Costigan feel he was not seen as a cop but as a potential lead to bring down Costello and he had to break him from 'Dweeby newb' to 'I'm a fucking gangster more than a cop' mode. It wasn't fun but at the end you knew he was sincere with the talk of needing Bill to go undercover and to play the role of a damned Costigan than someone wanting to change his family history. that honestly made me like the flick at the start.
He's one of the good guys in the movie. Like he said, he was Billy's best friend in the movie. Actually cared for him and avenged his death at the end.

Now, while he applies, he is only evealuated from his Uncle Jacky who is even killed through Boston Mafia at the airport, and HERITAGE is everything. Nobody from a very low social class should dare to become a Staty, or even just to read William Shakespeare, to have good Grades in school, and even to absolve Boston State Police Academy. This is the completely frustrating result of all candidate's and his families strong and so far successful Effekte. ! .
