Here is a legal mechanism to bypass the UNSC veto when it fails to maintain and secure peace: UN Resolution 377(V). The General Assembly has the right to order peacekeeping troops into GAZA when the Security Council fails, as it has in the textbook example of failure in Palestine's GENOCIDE in GAZA and the West Bank. Resolution 377(V), the Uniting for Peace Resolution BREAKS the UNSC veto power and bypasses it entirely.

The only issue with that is it would have to be adopted by 193 countries or the UN just naturally disintegrates. Or countries leave along with their funding. Half the participating countries don't currently meet their funding so how is that going to work?

One way would be that the UN could withdraw funds from nations central banks when resolutions are ignored. Talking about billions, making it hurt, and boosting UN at the same time
