Mostly anyway and dates back to fire mage and destro lock in vanilla and one shot means one shot at most 2 gcd which funny enough is still destro lock and mage ( arcane) these days.

@@intelligence6900 one shot in wow is using many cds and not killing anyone or anything instantly. One shot in other games is ONE shot (attack) and target is dead. Always been like this besides in wow. Just look at any high profile pvp streamer how they define one shot lol.
