Level of cable is around mid chest, but you can always experiment with higher or lower positions to find the sweet spot that works for you. You don't need to be far away from the cable stand, just far enough so that when you are performing the exercise the weights do not touch until you are done with the exercise and have let go of the cable in your hands.
