Or open the red lever on primer solenoid to allow some fuel into the cylinders and it always works for me. My primer does not seem to work as it should so this is why i always go manual for a cold start.
VRO= very rarely oils. They work great....when they work. If they fail, it gets expensive fast. I have the same engine, 3 years older. (1988) I also unhooked the VRO and mix it 50:1.
A 60 on a glass boat...??? That must be a real wake maker... A regular water plow...! Redo that Tracker Engine Cowl back to the applicable year Johnson Scheme...!

Pump the primer pump n squirt some Fuel into each Cylinder with the spark plugs removed..it will start immediately

Why did you delete the VRO?
Is this mix fuel?
What is the max rpm your motor revs on the water?
I have the 97 model on a 16’ deep v with a 13 7/8 x 19 power prop and it tops out at 6100 rpm. The stock prop went up to 7000
