No no, I'm not the Galactic Emperor, I'm simply the Custodian (elected for life of course), who has broad, sweeping powers in the Galactic Community, coupled with enough diplomatic weight to keep myself from being removed from my post. I'm also in charge of the galaxy-wide Hegemony that also elected me President (for life) of which I have a lot of direct power over every single member of in order to make them do what I want. But I'm *totally* not the Galactic Emperor."

    Galactic Union is meant to be this glorified defence pact between a large block of empires. I really wish it had some form of defensive buffs, or maybe it could be a "jack of all trades" type: some bonuses to trade, military, science and unity, but does not surpass specialized federations in any particular field.

      Even adding a way to change federation types I think would make it better. Go with it early when you don't have other options or the spare envoys to maintain the cohesion until later in the game when you have the envoys and options to swap. Maybe have it require a level 3-4 to be able to change, lower the level by 1-2 and require a vote I think could be pretty balanced

      The Galactic Union is pretty useful if you want to be lazy about galactic domination because all the other empires are far more eager to join it than others. Some empires hate trade leagues or research groups or militant pacts, etc, but everyone seems to have a big bonus to want to join a Galactic Union. The reduction to ethics penalties also makes a big impact on keeping everyone happy.
      Once you're going around forcefully subjugating all other empires, it doesn't really matter at that point anymore anyway, but early on its easy to build a pretty big galactic union with much less effort than trying to peacefully invite everybody into your hegemony or trade league.

      No DLC is needed for Galactic Unions, joining feds reduces influence consumption compared to multiple pacts. They also can be attacking, less aggressive empire types will gladly liberate chunks or all of less enlightened ones dog piling them.

    The Stellaris story trailer released for Federations is one of the best yet. Ominous from the start with the shadow over Earth keeping everyone guessing then the betrayal was revealed on released day with the amazing story.
    I wish that Paradox would continue the stories for each DLC release cos it makes me super hyped about the game!

    I would honestly much prefer if every Federation started out as Galactic Unions, then leveling them up into a specialization for trade, military, science, culture, domination, etc. To lock what type of Federation you are using right from the get go really hampers the appeal of Federations, since they are so difficult to rebuild if you want to shift focus

    One thing I'd like to add about Research Cooperative: all repeatable techs after the first will unconditionally get the bonuses from the research agreement. This, imo, immediately makes this federation S or at least high A tier as it is effectively a 30% - 45% boost to your research speed.

    This was the thing that always annoyed me about the Imperium. I have always just made a big federation and became custodian and stopped there. Advancing to Imperium doesn't make you stronger at that point, it only makes you weaker. I never understood who thought this was a good idea. Honestly, the easiest way to fix it would be to increase the Imperial fleet size from 800 max, like Custodian, up to like 1400 max. That would solve the issue of losing some of your free navy. And then if you had a few more laws to enact bonuses akin to max level federations, then it would be fine and an upgrade. But as it stands right now? Going Imperium is ALWAYS a downgrade and I think that is dumb.

      @@duncanharrell5009 I mean, you can make the argument there is no "wrong way" to play the game, and thats true.
      But if you want power, you're going to be leading a federation and have a big federation fleet long before you are even in a position to declare imperium.

      To my way of thinking, if your long term goal is to become the Galactic Emperor, you can establish a Federation to get you into position to cement your place on the Council, then secure the Custodianship if you want to get it before the midgame crisis of Khan or War in Heaven, then either push through the reforms that further increase your Diplomatic Weight, or rush to remove your term limit and proclaim the Imperium.
      Either way, you take the Machiavellian path to power and dispense with your followers once you're done clawing your way to the top. Heck you can get your entire federation on the Galactic Council only to dissolve it once you're Emperor.
      Tl;dr Imperium is for anyone who wants to roleplay as Palpatine first, and a top tier aspirational position second.

    I hope this is one of the things they expand upon in a future update. I really like the Federation types but it always felt half finished. I've found AI to rarely make their own federations and when they do it is so late in the game that it won't level up much. And more types for some of the missing ethics could be cool.
    A Spiritualist one could more Spiritualist ethic attraction, unity, reduced breach the shroud cooldown, stuff like that.
    Egalitarian could be more pop happiness, increased pop growth from migration, automatic resettlement chance, even increased max districts or something to make it worth considering when compared to the others.
    I've also always thought there should be an actual physical station to represent both a Federation and the Galactic Community. Where are all these meetings taking place? Upon the community being formed there should be a way to establish who holds the community station similar to the market and the person starting a federation should get the station.

      @@schwingedeshaehers The Galactic union is the only one available to people without the federations DLC if I recall correctly. So it's more of a boring default one.

    Of note, the Research League is quite amazing for an Imperial Fiefdom start, as you can use it to syphon all the cool techs from your overlord into yourself and your vassals as soon as 50 years in game, giving you a nice early edge!

    I wish Galactic Imperium had more going for it. Custodianship is basically the same thing, except countries can leave the community, except they almost certainly won't (human players would, in certain situations, but human players would never allow a custodian, much less an imperator), so what is the difference? Being the imperator is more constraining, if anything, because it excludes federations and forces you to change your government.

    I pick Hegemony every time. No matter what. I get hit with the dopamine every time an empire gets integrated into my fan club.

    Just saying: All the vassal shenanigans you can do with regards to federations (having them vote with you, having them automatically join, etc) are _NOT_ limited to Hegemony Federations, as Montu kinda implied, but are possible with _ALL_ federation types, as most of these vassal-federation interactions are based on your vassal-agreements, not federation law.
    For that reason the Hegemony Federation is actually one of the weakest ones. Because, even if other federation types can only declare war via majority vote, your vassals will always vote along with you, meaning your vote alone will likely be the majority of the federation anyway. And as the leader of a Hegemony you miss out on all the wonderful bonuses every other member gets. I'd rather have a +15% job output, than a bit more influence or a bit more diplomatic weight. Because a +15% output from jobs will increase your weight from economy anyway. Hegemony is currently massively overrated and based on rules from before Overlord.

      I see what you mean, however being a member of a hegemony may force you into wars that could cripple you or your allies while being the leader means you have, especially now with the new vassal rework, a lot more control over your subjects. A hegemony is really good because its a easy and powerful way to "destroy" your enemies while adding them to your army without having to capture planets. I also like the hegemony as you can forcefully make them join you while vassalisation requires overhelming power to get the casus belli

      Add to the person's above, when youre a leader of a hegemony you also don't lose fleet capacity for being in a federation. And you know, 40% fleet capacity is a big deal late into the game

      @@Dude-uo9oq I think you only need to be superior to make them a subject. No? And if you're looking to fight them, you'd want to be at least superior anyway, since relying on AI support is a bit of a gamble. And I actually don't think Hegemony gives you any more control over your subjects than any other federation. Sure, you don't have to contribute any fleet cap as Hegemon, but if you really don't want to, you can just force the vote on low or no fleet contribution anyway. And I'd even rather have all the bonuses from a Galactic Union, than only the president bonuses from a Hegemony. +10% ship speed, +25% crisis damage & +10% total unity are actually superior than what the Hegemon gets.

But when you're at the point in the game, where you're in total control like that, what are 400 ships gonna matter? Hardly gonna break your military might.

      @@somedudeok1451 I think (not sure) that in Hegemony it's easier to keep things like wars under your control because it gives AI much less freedom. Of course you can make AI doing only what you want them to do, but It will cost you a lot of federation xp and you'll be able to do so only in the late game. In Hegemony you as a president have all might right from the get go and it does cost you anything

    Something to note about research cooperative federations...if the ai get into repeatables, then as long as they have researched at least the first rank of the repeateable then you will get the research agreement boost to all subsequent ranks of the repeatable - this can lead to absolutely bonkers research rates for repeatable technologies in the late game, with a +45% boost from every federation member. I don't know if this is enough to push them up the tier list, but at high difficulty levels and/or reduced research costs it does make it more likely that they will get to that point

    Just realized that I've been playing this game for 200+ hours and I have never been in a federation of any kind. Hell, in my current playthrough all 3 AI empires formed a federation without me lol

    I formed a federation with the like button but it kept proposing free-migration so our cohesion is terrible

      Add a third member, such as the subscribe button, release the like button and vassalise it. Then vote out the subscribe button. That should solve your issues!

    Also pretty excited about this because I just tried xenophile megacorp going for Galactic emperor ASAP with a trade league instead of a hegemony. Pretty fun so far. Hopefully I can just buy myself the custodianship and won't require any hostile takeovers.

      this is an absolutly fun thing to do, but remember as soon as you try to become the imperium, the federation disbands and the consumer goods policy disappears.
      so prepare enough factory and unity worlds to handle the transition or it might just be better to be custodian for life...

    I'd put Hegemony down a tier. Some of the benefits mentioned also apply to every other federation too, so the only true benefit for the president is the federation fleet, there is almost no other true benefit outside of not needing to unlock the diplomacy tradition.
    If I'm playing with AI, none of the other effects actually matter, and if I'm playing multiplayer then I don't want to sabotage valuable military allies for a relatively smaller overall navy size.

    My most recent play was my first foray into HiveMinds (Devouring Swarm) and I really liked it, in part because I always fuss about my Federation and now I didn't have to. By periodically eating my way through all around me though, by the time the Crisis rolled around, there was a War in Heaven starting, Me, and every other empire united in a MegaFederation

    Not sure if you mentioned it but I missed, one thing to note on Naval capacity: It is only calculated against built ships, meaning if you have the alloys, you can spam your build queue, and run around with a massively over-capped fleet. I believe this allows you to over-cap your Federation Titans as well.

    The whole vassal rugpull thing works with other federation types, not just hegemony.
    I saw your video on it (vassal rugpull with hegemony), and decided to try out a variation where I used the trick with a trade league instead of hegemony. In my particular playthrough I used void dwellers with merchant guilds + feudal society.
    There was a slight complication starting out: I created a vassal from a sector and released it to use it to form the federation like in your video on the rugpull. But, in order to make sure I had full control of the federation, I wanted all members to be vassals, and my released vassal wouldn't agree to re-vassalize while it was part of the federation. So, I needed to vassalize another empire, then boot my original released vassal from the federation in order to do the re-vassalization.
    Once in a federation with all other members being restricted-voting vassals things were pretty smooth - in my experience "random" president choice always selected my empire. I did at one point make the mistake of selecting "challenge" as the succession type (with arena combat). This got my leader killed and made one of my vassals the leader, but the only problem federation-wise was 10 years of me not having president perks or control of the federation fleet. I still had effective control of all decisions since the vassals had to vote with me.
    This is a super cheesy and effective playstyle, no need to choose between the vassal rugpull approach and being a trade federation leader + galactic custodian. "Porque no los dos?"
    P.S. In theory you could use a megacorp with "Franchising" civic instead of feudal society, but they can't use the regular vassal preset and all the other presets require either you to subsidize them (bulwark) or them to subsidize you (everything else) so you may have trouble getting empires to sign on without using the bulwark preset which would likely kill your economy early in the game especially at higher difficulty levels. The "Shared Destiny" ascension perk is another option if you don't want the Imperial government type which is required for feudal society.

    I had a play through as a megacorp got myself a good fed in my corner and made myself custodian but when the war in heaven spawned everyone just joined my trade fed and we Conquered the whole galaxy

    A possible video idea. What "Crisis multiplier" you should use based on your skill level. Because I play with the hardest AI and now that I've made it all (ok, 90%) of the way through the game we just walked over to the Crisis and stomped devourer crisis like it a few space amoebas.

    Personally I really like Research, for one point you didn't mention, saving on influence, as it is the only federation you can get all form of treaty for free, this make it an excellent federation where the membership come from vassal or ideological warfare, which can give you a very wide membership.

    Galactic Union is really only good with common ground, since you can easily get good diplomacy early and convert to a much better federation.

    Galactic Unions are basically a better defensive pact. While the benefits are lacking in comparison to other Federation types, you don't need to dedicate multiple envoys to resolve ethical problems. You still get benefits like a Federation Fleet, damage to end game crisis, and diplomatic bonuses. They're worthwhile if you want a Federation, but don't want to dedicate to many resources into it.
    They're also a good way of manipulating vassal contracts. You make it so your vassals don't join you in any conflicts for the loyalty bonus, then force them into the Union so they're forced to join you in wars anyway, without needing worry much about diverse ethics.

    My favorite part about federations is the lack of a limit in size to the fed fleet, so you can just have a giant cluster of ships.

    I feel like you completely glossed over the true benefits of Hegemony. The -100% fleet contribution effect is absolutely huge. It means that the President gets to field its full fleet power plus a federation worth without any penalties. This scales with additional fleet capacity. As you go higher in FP that % contribution starts to sting a lot more (Especially if your Federation fleet is capped). Hegemonies will just always have more ships than other Fed types.
    The second best benefit is ease of management: Hegemony lets you take full control of the federation much earlier. Almost all the important votes are on minimal on a Hegemony (Whereas other feds require higher centralizations). This helps a lot with AI opinions because they won't be doing stupid votes that won't pass (And thus getting the -150 opinion plus a cohesion hit). Which in turn means the federation will level up faster.
    Also it unlocks the Federation fleet almost on par with Martial (Only lagging behind on the last level) which again, is amazing early game. Which is a point you also seemed to neglect (Trade league for example might not get to its 600 cap before the game ends, since it requires level 5, which takes forever).
    It's the one true S tier fed in my opinion IMO.

    I love federations, the big problem it seems that the other empire in the federation never accept new empires.
    Btw Montu, it would be great a video about Vassals, not a tier list, but how to use it in different situations. For example, is it worth it to release a sector as vassal if it's not close to your border? Or, should you always try to integrate the vassals?

    One thing the research cooperative gives you (unless they fixed it since I haven't played one in awhile) is a research agreement with yourself. That seems useless, but research agreements work for repeatable technologies so late game (or mid game if you're minmaxing science already) it becomes ridiculously overpowered and you can get it down to ~4 months per tech. The last time I played a hard technocracy build using one, Fallen empires were at "inferior" tech to me when a war in heaven started.

    I think the galactic union was designed to model the Interstellar Alliance from Babylon 5, mainly for common defense against the crises. Despite the fact the first ones were gone by the time of its founding.

    The most powerful federation is the one with a federation-spawning origin that has you boxed in in the early game. Join them or just use them as meat shields while you turtle up and build tall, either way they're what you've got. (I had something like this happen to me recently. It was join them or face the Advanced Start genocidal empire in the other direction. Not my best game, especially after my origin bugged out.)

    You forgot to mention that Research Cooperative gives you a research agreement with yourself that works on repeatables. At level 4, you're getting +40% research speed on every repeatable after the first one, which is very powerful.
    If you like having one in each tier, I'd swap Research Cooperative with Hegemony. IMO, Hegemony lost a lot of its edge with Overlord. You don't need to have "President Decides" policies when all your vassals are set to restricted voting, the default. I'd even put Hegemony below Martial Alliance for this reason.

      Well, the thing is, he prefers to offer his vassals unrestricted voting to get them to become vassals/keep their loyalty up, and then basically force them back into restricted voting using Hegemony.

      @@thaddeusgenhelm8979 I've yet to encounter a situation where unrestricted voting would make the difference between a loyal/disloyal vassal. (although I'm sure it could happen) Besides, restricted voting means your vassals vote with you in the Galactic Community, which can be quite useful for things like becoming the custodian. I believe you that he really likes to offer unrestricted voting, but I still have trouble seeing how being able to have *slightly* more lenient vassal contracts outweighs the benefits from selecting another Federation type.

I'll admit, I haven't thought hard enough about it to strongly develop my own opinion on it so I don't have a horse in this race, as it were.

    Research cooperative is absolutely overpowered as fuck when you get to repeatables. Any AI with a level 1 repeatable will give you the research agreement boost even if you are way ahead of them in research (and you can create an AI with all of these by releasing a vassal). This translates into a base +25% research speed, which goes up to +65% during the crisis. And during the late game you don't even care about the federation fleet, -30% to your fleet capacity is worse than the +600 fed fleet.

    It's been a while since I played, but what I did with hegemony when federations first came out was switch the president condition to research and go all in on tech while neglecting my own fleet. That way the AI would build me super advanced ships for free

    So enjoyed this tier list! Federations seemed like a fun concept but I have the hardest times forming them. And I had NO IDEAL about Galactic Custodian!     If you’re like me, and you’re usually just playing against the AI with the goal of beating a 25x crisis at the earliest possible spawn, martial alliance is super good. Stacking those crisis damage modifiers is crucial, and martial alliances give +50% at max level, vs +25% in other federations

    The fact that federation fleet size can’t go behind 600 is annoying. I want a supermassive federation navy, and maybe a separate required federation fleet cap. There is never enough collective dakka, and also it still steals your naval cap when you’re above max.

    Is there ever a point to go for galactic empire?
    since at that point your probably in a positon to hegemonize the entire galaxy and you have to be the galactic custodian as a prerequisite and as you mentioned you can be in a federation and be the custodian at the same time.
    converting to the empire seems a bad choice at this point.
    seems more like an RP thing to me.

    One thing you are really overlooking is that Martial Alliance and Galactic Union is they are the only ones for a grand total extra +50% damage to the crisis before you stack other modifiers, making them the best options for higher strength crisis settings.
    Emperor is strictly worse than custodian, and makes you lose all your other federation, and therefor just worse than everything else.
    Emperor is F-Tier, Bump Galactic Union and Martial Alliance up 1 tier each.
    The "war to leave federation" is much more important now that AI love to leave federations for basically no reason, hegemonies are just more stable. Also, as I recall it's only the "+5% Resources" are not-president only, and Hegemony leader gets the other effects

    Trying to think how they could make galactic unions better. I would say reduce the XP needed to level, but that just creates other issues if it's worth anything because then it's start as galactic union to power level through the first few levels for anyone that isn't shooting for trade league. I guess maybe take a page from masterful crafters and make the level one federation perk something that gives very small bonuses in lots of things, that add up to be a good deal. Like maybe you get 1% research speed, 1% trade value and like 5 monthly unity (maybe less). Sure those all seem very small and worthless on their own, but altogether they can add up to something useful.
    Agreed on trade league and custodian. Trade Leagues main value is the trade policy. Heck, it's a good example of how a good entry perk sales the whole thing. Also trade league + custodian + vassals is pretty broken. Also a good example of how the galactic imperium isn't always good and can be a huge downgrade.

    I think you’re insane to place such a high value on trade. When you’re twenty deep into repeatables, your individual technicians will be outperforming your merchants. It’s just simply not at all worth it for my late game focused play style.
    The only other one that’s decent is the hegemon, since I can peacefully incorporate the galaxy under my absolute rule.

    My recent game I made a hegemony with the ai and made several other vassals. But I made my partner ai the president so my vassals and i could get more resource bonus. Since my vassals voted with me I controlled the hegemony from the shadows.

      Martial One gives +15% Ship Firing Rate for 25 years, Trade League pernament +5% CG and +12% Trade Value. Hegemony gives unique planetary feature for president capital (+0.5 Influence gain) and president ethic attraction in rest of federation. Galactic Union/Research Fed give bonuses to Physic/Society for some years. Wouldn't skip on that.

    you forgot the 'federation quests' and what they mean. Although only 2 are worth talking about as they are permanent.
    1. Hegimony gets +1 influence to the president if its completed.
    2. Trade Feds get an additional 12% trade value and 2.5% consumer goods.
    Additionally the empire is C tier, not A tier, if you have enough codebreaking as it only takes about 5-10 years of smear campaigns on an empire against its own federation members to make it leave its federation. Sure a big federation it might take some time to break up, but usually AI don't have more than 4 members so at most its 30 years to break up an entire federation.
