I'm thinking there must have been some kind of warning before that. This one person went slow (maybe they had been there before, but a lot of people were driving down the middle for some reason.

The bumps on the side the traffic is coming from is horrendous, so many of us move over to the other side where the bumps are a little lesser, if nothing is coming from the other way.
That driver isn't driving slow because of the bumps, they're driving slow because they are a Subaru owner. Subaru drivers drive no more than 55% of the speed limit between November and April.

Possibly. Here in TN during pothole season, if you report a pothole and it doesn't get fixed in a reasonable amount of time (2weeks) and it messes up your car (blown tire or busted rim). You can make a claim and get it fixed.

The town's will not repair the roads correctly or pay for damages . All over Maine is like this. Skim coat it in the spring
