That's money for infrastructure & other important developments. Compare with prices of petrol in UK for example. India don't want to follow the 'passing on benefits' policy of Nigeria which you propose becoz for e.g the policy actually bankrupted Nigerian petroleum industry. Smart economics is very important, not communist economics.
