That "Thing"...is a Spirits nip auto measurer...wack it in the top of a Scotch etc bottle and it automatically measures out a single nip...just tip and pour
I'd be looking for a second hand engine. Get the bottom end lightened and balanced (maybe do some of it yourself?). Real gains will be some head work and a fast road cam. Torque is important in rallying, so aim for drivability.
