Dr. Robotnik/Eggman (SATAM, Archie, and Fleetway counterparts) should be added and Kars from JoJo’s bizarre adventure Battle Tendancy.
Also Elder Toguro (not younger) and Sensui’s six other personalities (not Shinobu) from Yu Yu Hakusho are pure evil.
Only the Archie comics and SATAM versions, the Fleetway version has redeeming factors that are too major to be dismissed.
