If you own a PS2 fat, the first versions, just press the eject button to open and close the dvd player, the game will reload and the ring will go back to white
My copy of GT4 used to get afflicted with the red dial every so often. I was able to resolve it by shutting off the music altogether. It got so bad at one point that I couldn't play rally tracks at all
You can also check in the music track menu which one is not playing and deleting it/removing it from the Playlist. It'll take some time to find out but it will help you solving the red ring problem I found the solution years ago but I didn't know people had still this problem, I hope some people get helped by this
I played on a PS2 slim (silver) for 15 years, I never got the red ring of death. I did have like these white/black dots running all over my screen. So, last year I got a fat PS2 for free, and started playing on that one. The PS2 fat doesn’t have the problem.

You can force the dial to turn red if you eject the disc during the loading screen.
