You can try this- Step 1: Open Adobe Reader Step 2: Click on Menu (three horizontal lines) Step 3: Click on Help Step 4: Click on Repair installation (it will take 5-10 sec) This should probably solve your problem.
@@WrenchMonkey88 I had to reexamine your video. You had all the dropdown options open already. That is why my Chrome page looked different from yours in the video. I had to open the dropdown options, then the option to click on "pdf document" appeared, and I was able to switch from open to download pdf.
Sadly this doesn't work anymore as it looks like they've updated the UI
You can try this-

remove adobe if it is an extention
