Diplomacy is the art of saying, quite nicely, "we could kill you, and we really don't want to. we're sure you feel similarly. wouldn't it be better if we could do business? we have a wheat surplus to export. Interested? Let's make a deal." I"m not ashamed of it, but I know from personal experience a war fighter and a diplomat are complementary, indispensible, and not easily substituted for each other. FONOPS is the "we could". Just remember: they would do the same to us if they could OR FAR FAR WORSE as history has shown.
