The guy smuggles out big bags of cocaine, something any customs agent would notice right away. But he trips over a small nail file as it could be used to stab someone with. :) (Which was a thing after 9/11.)
One (inside)joke of these commercials from Cup A Soup is that the soup helps you to stay alert. That’s why he didn’t notice the drug packaging you saw, it went completely over his head and only noticed a tiny knife.
