Wasn't the setback reduced to 8ft from 10ft. Also, If you read building code it clearly says front setback can be adjusted to have complete ground coverage. So your points might be invalid.
Also, FAR is not increased because areas like lift well, staircase are counted in ground coverage but not in FAR (only at ground floor). Currently, if you consume entire ground coverage then you are still left with some FAR, which cant be consumed.
Page no. 36, Haryana building Codes-2017b: In case competent authority decides that it is not feasible to keep setbacks/ spaces as prescribed above due to peculiar shape and condition of the site, then the competent authority after recording reasons in writing may issue special zoning plan, keeping in view the fire safety.
After increasing the the Ground coverage to 75% and decreasing the setbacks for all, the above clause for special category of plots will again stand same and they can further again decrease the front setback to achieve 75% coverage.
This rules of free far of stairs and lift was introduced when the F.A.R was increased to 198% and 180% with the provisions of 4 floors with Max. ground coverage of 66% and 60 %. This area was used at 4th floor to build a room + washroom etc. With almost 40-50 sqmts of area. But now when the f.a.r is increased to full 264% and 240% this rule is only used to get relaxation in fee of f.a.r / cess/ scrutiny etc. Nothing else. As per me Government has forgotten to dispose this rule and that's why it stands active with no meanings.

Hi, you can only build ground + first + Second only, if you are not making stilt.

@@AkashSkylyn this rule came in 17-05-2020. For our gurgaon area TCP do not allow 3 floors without stilt.
