If the family have a baby, the rocking of the wagon traveling would put the baby to sleep. It is gentle rocking that could put you to sleep. Presumably a wagon wheel from western stage coach tended to rock or wobble a bit and would rock the coach and make for a bumpy and rocky ride. I've heard it said that it's referencing a Wurlitzer jukebox where the records where pulled from a wheel shape and dropped onto the player but this song was originally called Rock Me Mama and was only in it chorus form when written by Bob Dylan when he recorded the soundtrack album for the film Pat Garrett & Billy the Kid in the early 1970s. So it's unlikely to have the Wurlitzer connection considering the time setting of the film. Later in the 2000s Ketch Secor of the Bluegrass/Country/Folk band Old Crow Medicine Show wrote the verses to it. which they then recorded prior to the Darius Rucker cover in this video.
