Wrong. Matrix was published 1999. Max payne 2001. But I had the same thought. I checked it - you didn't.

Bullet time was invented by max payne before the matrix and other games had slow motion cheats and killcams and stuff in a fair few games.. matrix is from 1999 and there's toms of games and movies which festired things like this, such as the flash movie, the superman movies and series' too..😂😂😂

Also the general consensus is that bullet time, also known literally as “the matrix effect” was used first in the matrix
Also, 1999 was the year that it kinda became viable as a game mechanic, just 3 years prior came quake 1 and only the year before came half life, landmarks for the hardware at the time but bullet time wasn’t quite viable yet
