Like, these warbirds catch up 600 km/h. Can a civilian pilot buy or (a aeronautical engineer) build a plane that reach that speed just to feel the emotion of driving a machine that goes 600km/h? Or just military people can have one like that?

However there is a speed limit of 250kts/460km/h below 10 000ft which you can exceed under special circumstances only (eg. special display authorization, in a special use airspace, or in aerospace class A,B,C in some countries). Usually only ex-military aircraft are faster than that anyway, most of them being these expensive high-performance warbirds. Just a couple of more affordable aeroplanes can reach 600km/h, one of them being the Swiss built trainer Pilatus P2 with Vne of 600Km/h. There is no requirement for special training to fly these fast aeroplanes in some countries so even a mere Private pilot can fly them, however, a Letter of Authorisation or other trainig is required in some others.
