It is clarified that the top inside edges of the rim of the circle and of the stop board are considered to be part of the top of the rim and stop board respectively. This means that should an athlete make contact with the top inside edge of either the rim or the stop-board then they will be considered thereby to have made a failure. The addition of the Note to Rule 32.14.2 of the Technical Rules applies to rotational techniques used by athletes in Shot Put, Discus Throw or Hammer Throw. It should be interpreted that any “incidental” touch of the top of the rim or the ground outside in respect of the back half of the circle during the first rotation should not, of itself, be regarded as a failure. However it is clear that any technique which thereby obtains an advantage through leverage or propulsion would constitute a failure.

We'll see. It's true that Kovacs has only once threw over 23m, but he has at least done it, and knows that unless Crouser is really on his game that if he can repeat another such throw at a Major then he has a good chance of taking gold. @@a_nick_t You are right, it's in Rule 32.14.2 (note): "However, it will not be considered a failure if the touch is made without providing any propulsion and occurs during any first rotation at a point completely behind the white line which is drawn outside the circle running, theoretically, through the centre of the circle." My problem is with the shaky "without providing any propulsion" part. Look at his foot, and you tell me... I'm not sure.
@@nittro I think “propulsion” is going to come off the toe and not the heel. You can’t really push off the heel going in the direction of the throw based on his movements. Anyway, I’ve never seen any spinner called for that that I remember.
somebody explain this at :10 mark. slow and stop the video: If during the throwing the shot touches any of the following Top or ends of the toe board Upper side of the iron ring At any position outside the circle.
the shadow od the foot is out of the ring which is a normal thing. He never stepped outside actually. 3-4 people watching every part of his throw before ratified this record. This is the big game, not just a fun fare. All good, all legal, a beast throw.
Actually, I believe many fouls aren't called. It's not just Crouser, but many shotputters sometimes dip their foot at the beginning of the spin and end up actually stepping a small portion of their foot outside of the ring. Sometimes it's a close call and not a foul (for example check the 2016 winning throw at the Olympics - 100% not a foul) but in recent years the throwers have been pushing it and are occasionally getting away with fouls. As for this throw, again it's a close call, and it's very difficult to judge, because many of these throws LOOK like a foul but actually the foot is hovering a centimetre (or less!) above the ring border. If you run through this throw frame by frame, again it's a very close call with his left foot as he rotates. Ultimately nothing was called, and although Crouser probably does occasionally foul, he's a man of outstanding character and so when he does foul in this manner I'm pretty sure it's accidental -- (for the record, though I can't be 100% certain, it appears to be a legal throw to me). If memory serves, he was actually called on a couple of these sorts of fouls in one of his last meets of 2022.
Uhh, no?? I don't remember how this technique is called, but it's totally legal (it's the western method, the "straight-in" method is more used by Eastern Europeans, I think).
