When Gandalf dies..he is sent back in spirit by the Valar Sauron is hiding from the Valar so chooses a physical reform that takes longer each time his physical form is split. Sauron was slime for 500years in this Prologue i think. That final kill to form Halbrand was enough to restore him back to his full strength. So now he can shapeshift or do whatever Sauron can do.
