He fought me like he did before he reached ss2 when fighting cell.
If he fights super perfect cell like he did Dabura, he loses.
I don’t think he would though because he knows what cell can/would do.

About Vegeta distracting Cell. Vegeta let Cell reach his Perfect form, so with that distracting blast, Vegeta takes away Cell's Perfect form away.
Vegeta's blast left an damaging effect. He flinched when it hit him. The distraction was the other Z-fighters.
If any damage it was super light my guy. Cell was in a different league than Vegeta at that time
I agree. I also think Cell would win. Even IF Gohan was still on par power wise, he slacked off on his training so he'd be sloppy. Cell is one of the most skilled villains and would dominate a rusty Gohan.

Surprisingly, the answer is... yes.
Yes he can. But he won't.
Buu Saga Gohan dropped in power considerably, HOWEVER... Super Perfect Cell was roughly even with SS2 Gohan... WHO WAS AT HALF POWER. And HOLDING BACK at that, too. That means that Super Perfect Cell, based on the fact that SS2 is a x2 boost on SS... Was on par with Super Saiyan Gohan. Not Super Saiyan 2 Gohan, the first stage.
Gohan is weaker.
But if he can transform into SS2, AT ALL, he still has the power he needs. What really makes this evident to me is the fact that Gohan's called out for a poor performance in that fight. Vegeta would not be talking so much shit if Dabura was genuinely just flat stronger than him. Chances are Vegeta is remarking on this so much because Gohan IS stronger, he's just performing horrendously purely because he can't fight for shit.
Gohan has spent 7 years not training at all. The problem is not his loss in power, because he actually has not lost THAT much power - he's still comparable to Goku and Vegeta. The issue is that he can't fight for shit anymore.
Why would Gohan who went thru puberty, be weaker than a smaller pre pubescent version of himself.
Thing is Gohan got rusty. He barely trained expect for two weeks with Goten. Gohan who faced Cell just spent 3 years training with Goku and Piccolo. And then 1 year with 1 on 1 training with Goku.

Gohan was not weaker. His issue is he wasn't battle tested anymore. His reactions were slower. Its like a hooper who hasn't hooped In a while.
But after a couple one on ones or 21's he's catching fire after he sinks a couple shots.
Well opposite for gohan. He wasn't sinking any shots. Mind was on his broad who just got raped in front of him. Minds on other shit. Dudes not a warrior anymore. Cell would fold Buu Saga Gohan as well as Cell Games Gohan. The Daizenshuu states that Cell became the strongest in the universe at that point, basically confirming that Super Perfect Cell was stronger than SSJ2 Gohan. Dende also confirms that Super Perfect Cell is stronger than SSJ2 Gohan. Another statement was made in the Dragon Box booklet, a series of large elaborate DVD set boxes created by Toei, which states that Super Perfect Cell had power equal or greater than SSJ2 Gohan. When Cell overpowered and swatted Vegeta aside, he attacked him using a casual ki blast. This casual ki blast was potent enough to completely cripple Gohan's arm. In the manga, Cell admitted after he was done playing around which implies that Cell was nowhere near his full power when he shot that blast at Vegeta. Gohan internally notes that Cell had grown much more powerful than he anticipated, further implying that Cell was stronger and that he had been cocky with his prior statement believing he could take on Super Perfect Cell so easily. During the beam clash, Gohan was struggling for most of the battle. The only reason he won was both a combination of Cell being distracted by Vegeta and Goku telepathically communicating and lending Gohan his power in the beam struggle. Without those two things, Gohan would have been obliterated along with the solar system. Vegeta in the Buu Arc scolded Gohan for his poor performance against Dubura and stated that he was weaker than his cell games counterpart due to not training. So if you connect the dots: Super Perfect Cell > Cell Games Gohan > Buu Saga Gohan.

Although we never see Cell perform the genki dama in canon, there's still the statement from Cell himself where he claims to be able to use the genki dama and it was never contradicted. He's the algumation of all the world's greatest fighters and their techniques. We see several instances of him replicating techniques such as the makankosappo, kamehameha, solar flare, multiform, Frieza's death beam/death saucer/telekinesis, galick gun, so on and so forth. So by this logic, i see no reason why he shouldn't be able to perform the genki dama as well if he's able to perform the said techniques in my examples. The implication that you have to be pure of heart to use the genki dama is completely false as it was never said in the manga
