But when 10 had to wipe Donna's mind in order to save her, he came up with a backup plan, where not only did he implant the defense mechanism which would save Donna from burning up whenever she was in danger or started remembering him, but he also placed a portion of his conciousness inside her brain. So if he ever did end up regenerating properly with a completely different face in the future, then this portion of his conciousness inside Donna's mind would lay dorment until the time came when she was in danger again. The only problem with this is that the Doctor would have to be regenerating at the exact moment Donna was in danger again, which the chances of both these things happening at the same time are extremely slim, but it did end up happening! When 13 regenerated on the clifftop, the Meta-Crisis inside Donna's mind knew she was in danger as it could sense the Toymaker's plan coming so not only did it activate the defense mechanism, but it also awakened 10's conciousness from within her brain. This as a result transferred into the Doctor mid-regen and gave his new incarnation the appearance of 10 again, which is what he had always planned to happen only this time, the regeneration process has been disabled as a result and the reborn 10th Doctor, now 14, has no intention of changing ever again! Also, the reason he reacted so shocked at the end of TPOTD is because the Doctor never expected for his plan to work, but it did, so he was really surprised when finding out it had actually worked.
I really love this take and could honestly be whats going on. The fact it also been so long since the first 10 that when the doctor regenerate on the cliff, they forgot what they plan which is what the first "what" was confusion and the second "what" was realization that it worked.
I think the 10th Doctor knew that the Meta-Crisis Doctor would be created and actually planned on this happening due to his narcissistic personality disorder he suffered with. 10 wanted to keep his face because he felt a tremendous sense of self-importance, self-centeredness and pride, which is the mistake he made in this incarnation, growing too attached to his then-current persona which is something you should never do as a Time Lord because if you do, when the time comes to regenerate you will ultimately not want things to change and depending on who you are, could be willing to break the Laws of Time and damage the universe itself in order to prevent it from occurring. So the 10th Doctor transferred the regeneration energy into his spare hand in order to create a clone of himself just in case he ever did end up dying so that then this clone could take over from him as the main Doctor. 10 also knew that his clone would not have the ability to regenerate like him and he also did this on purpose so that the clone Doctor would always have that same face and personality, never having to change as a result. What he didn't plan for, however, was Donna interacting with the hand which ended up making the Doctor's clone part-human, consequently giving him a normal human lifespan as opposed to a Time Lord one and only one heart instead of two. So as a result of this, the 10th Doctor no longer believed him to be a worthy successor to him, which is why he was forced to leave him on Pete's World to live the life with Rose he never could.

The "piece of coral" he got handed as a TARDIS seed in the deleted scene, looks more like some ginger - you could get your own ginger cheaply from any supermarket to cosplay as embryonic TARDIS 🥳Now - on countig the Doctor's, you could call the 10th Doctor (as regenerated from Christopher Ecclestone) 10.1 - The regeneration set into motion by being shot by the Dalek (but keeping his looks - Tennant stays Tennant) is still a regeneration, so he might be called 10.2. The Meta-crisis Doctor that sprang into being to save Donna and the TARDIS is often called 10-too by the fans - He is not "really" the Doctor. but feels like it, until he looses most of the technical expertise that comes with being a Time Lord. Jenny is a Techno-wizz who can build anything required, proof of being a real Time Lord. Now the so called 14th Doctor (Jodie into David) is actually 10.4 - Unit does not know of all the different regenerations the face of the 10th Doctor has experienced - most witnesses were removed from our universe. So the Unit-files should count any David Tennant appearence as "the 10th Doctor", leaving the number 14 for Jo Martin and the logical assumtion that the female Dactor changed skin colour and after doing that reverted into being male again, but keeping the skin tone. In the help group are some people who can affirm the observation of a black woman being the Doctor, "after" travelling with a blonde female version of our favorite Time Lord. You don't have to change much to start series 14 with the new 15th Doctor AND Jo Martin gets a proper numbering, although every fan knows that Unit got it worng 💖🤓
I've always believed that the Doctor from Christmas Invasion to Stolen Earth and Journey's End to End of Time are the exact same Doctor, there is no decimal points or anything. He is one and the same incarnation who just so happened to have two regenerations, whereas the 14th Doctor I very much believe is a seperate incarnation from the 10th. He IS number 14 and not 10.4 or whatever, because not only has RTD confirmed this is the case, but that is how he has been marketed in all forms of media since October, as the 14th Doctor. I just do not believe they would go to such extreme lengths to establish him as 14 if he actually wasn't 14, because this would just confuse people even further. A twist within a twist would be going too far I feel, "Oh, by the way guys, false alarm, he actually isn't the 14th Doctor after all, he really is the 10th." I don't think he was supposed to look like the 10th Doctor in-story but he does due to the Celestial Toymaker messing with the regeneration cycle so yeah. It's like David Tennant said himself not long ago during an interview at a fan convention, it will have echoes of the past but also be something in the new as well. It's like the Curator, he's similar to the 4th Doctor for obvious reasons, but not so much so that he is referred to as 4.2 or something because he does have differences as well.
