This was supposed to be a consensual encounter in the eyes of the officer... BUT... the fact that he had the lights on his car on blocking you in, it actually wasn't. In the future, ask if you are free to go. If the officer says no and that you are detained, ask why. Whatever you do, don't resist. Court isn't held on the street. Get your payday later, and avoid the ride to the pokey.
"it's the mayor's house" really? i did not know that. now i'll go get some signs and protest here, on the traditional public forum. every evening, until they move.
shouldn't have given him anything. window should have been fully closed, and if opened at all at any point, 2" MAXIMUM. passenger, even in a lawful stop, do NOT give them shit. invoke your rights and don't answer questions.
You're obviously not doing anything illegal, nor is suspicion a crime. He was there to intimidate you, and get you on the books. He got the ID of your passenger who is never required to show id, or answer questions during a traffic stop. You weren't driving and your car was not on, he had no right to your ID either. He came over and said "Show me your papers" ... and you did, even made him feel good about doing it... i would imagine no one told him to do it.. he did it on his own to make you feel uncomfortable... do you think if someone was taking pictures of your house he would have done the same thing?
Learn your rights. No crime no ID. Stand up for yourself
Your ID is not evidence of a crime. No crime, no probable cause, no ID.

NEVER give i.d. absent a lawful detention.
What the hell, don't give them your ID for no crime. You should have sued the mayor.
