Matt I was hoping one of the steps would have included you putting that Heavy Metal polish on a #0000 piece of steel wool to polish it and make that tip really look great. If you had, I bet you could have removed pretty much all of that carbon that was built up inside the front part of that tip.
I bought a cheap plastic toiletbrush, sawed off a peace of the handle, made it square with a file, then i put it in my cordless drill, using some drops of aluminum polish, and than polisch/ clean the inside of my Raganzon exhaust tips, it takes me 2 minutes per tip, and the are shiny like new!

Usually if I want to make that exposed area of an exhaust look more presentable, I'll use a ScotchBrite sanding pad and scuff it to give it a more uniformed look, then polish it, or just paint it to match the look of a new pipe. Sometimes depending on the exhaust setup I'll just paint it using some hi temp black paint to make that part of the exhaust not as noticeable.
JetSeal will work on polished metals. As long as your wheels are glossy, then yes, you can use JetSeal on those also. Do not use JetSeal if your wheels are matte finished as it will add shine.

Here's a cheap and easy guide to fixing exhaust tips! First, dispose of your existing tip. Next, go to the store and buy a can of soup, any brand of your liking. Make sure to cut the TOP of the can open with a can opener. Dump the contents of the can into a bowl and cook via any method your like, it's really up to you. When the soup has cooled, eat it for nourishment. Finally and most importantly, discard of the empty can of soup, preferably via recycling. Congratulations, you just fixed your exhaust system!

Don't ever use steel wool on your exhaust tip you will scratch the crap out of it. Use a soft brush
