I always found it frustrating on how the docks have to be used for multiple purposes. They docked Nautilus at Rebecca's Oceanic Institute dock and Brunswick at the dock for container ships. Anyway, this is a unique episode as it gives a good example on how those who are constantly serious and smart, like Foduck, can easily forget good social skills and the importance of having good, safe, yet silly, fun!
I don't really see a problem with it, they would have been restricted on the amount of sets they could build so it would make sense to reuse docks, and on scripts it probably would be intended to be different anyway

I don't know the ages of the boats (I think most of them are children. At least, tugboats, some barges, and some other vessels), but I'm pretty sure Dorothy's like four or five years old, maybe.
I think Dorothy is meant to be a little kid, so that's why she wasn't moving. Being the curious dory she is, she probably couldn't understand the danger she was in.
