this is just a quick impromptu demonstration of the technique-
yes, this is with a cooperative partner, as it's for demonstration purposes.

so the phon sao is when you tap on the opponent's arm with, for example, the right hand then
suddenly you tap with the left one practically on the same area while you hit with the right hand again.
