In their interaction where Frank was having coffee, Frank dismissed all that because Tango didn’t have the authority to do so. When redtop gave Tango the package, he never intended on paying Frank because he was trying to one up Frank for the tax ordeal.
This is Pure Savage. Not only Frank puts a Bullet in his head, but does it in Public knowing that no one will tell. Baddest part is he goes back to the Restaurant to finish his breakfast a block away.
The fact that he DID SHOOT HIM in broad daylight, in front of everybody, shows you how POWERFUL and FEARED he was in that neighborhood. He KNEW no one would even DARE TURN HIM INTO the police! This is one of the COLDEST gangster scenes I have ever seen - EVER!😮 ( And he DID NOT even take the money!)

He very well could have tossed the sugar into the street as he stepped out of the diner, yet he had no second thoughts about 'wasting' Tango's life. Bro, that's cold as dry ice. 😄
The character he plays is quite much of a gentleman. In the beginning of the movie, that man he killed poured his drink on the table and didn't clean, so he politely did it and put the glass on a coater in a act of pure class.
