  • The consortium led by San Miguel Corp. (SMC) won the bidding for the P170.6-billion Ninoy Aquino International Airport (NAIA) rehabilitation project, Transport Secretary Jaime Bautista announces on Friday, February 16, 2024. INQUIRER FILES
MANILA, Philippines - The consortium led by San Miguel Corp. (SMC) won the bidding for the P170.6 billion Ninoy Aquino International Airport (NAIA) rehabilitation project, Transport Secretary Jaime Bautista announced Friday.
“Today, we are pleased to announce that we will award this project to the winning bidder, the SMC-SAP group,” Bautista said in a press briefing.
The SMC SAP & Co. Consortium was the front-runner in the race for the highly coveted project as it proposed a revenue share with the government of 82.16 percent - more than double that offered by its two competitors.
Transportation Undersecretary Timothy John Batan pointed out that the entire project development process for this Public-Private Partnership (PPP) only took about 12 months.
“This process is one of - if not the fastest - solicited PPP project of the Philippine government,” Batan said during the press briefing.
Batan noted that the process officially began when the government signed a “transaction advisory services agreement” with the Asian Development Bank on February 2, 2023. This was followed by the National Economic and Development Authority’s approval of requirements such as feasibility studies.
The invitation to bid for the rehabilitation of the country’s main international gateway formally started in August 2023, according to Batan.
“We really worked hard to see to it that these are implemented the fastest possible time because we think that this is a very important project,” DOTr chief Bautista said of the swift process.
Bautista said the notice of award (NOA) was likewise issued to SMC SAP & Co. Consortium on Friday.
After the issuance of the NOA, the contract signing for the big-ticket infrastructure project is scheduled for next month, he added.
The SMC SAP & Co. Consortium beat the GMR consortium, which proposed a share of 33.3 percent, and the Manila International Airport Consortium, which proposed a share of 25.91 percent.
The NAIA upgrade project includes the rehabilitation of passenger terminals and airside facilities such as runway, aircraft parking area and airfield lighting, and the provision of facilities that will enable intermodal transfers at the terminal.
The SMC SAP & Co. Consortium will have a 15-year concession period to implement the project, which can be extended by 10 years, if needed.

Mabuhay San Miguel Beer Corp. at kay Mr. Ang … from New Zealand

Wow! This is really something to look forward to and be excited about NAIA. The subway station to T3 is so cool and the plan to extend further to connect T2 and T1 and all the way to PITX is awesome! This will make NAIA so accessible. Can't wait to watch your next video for the subway Phase 1 & Phase 2, 4 kilometer branch line! So many things to be thankful for in the Philippines. Keep the vlogs coming as we enjoy watching them. Thanks a lot! 🙂🎉

I hope that this time around we Filipinos will no longer be ashamed of being the laughing stock of the international community in terms of airport efficiency, no more flight delays, no more laglag bala on bags or luggages, no more stealing of personal belongings, no more airconditioning problems. I would like to thank Mr. Ramon Ang for taking bold steps to make this happen. He is not a politician but his efforts are far better and remarkable compared to those who are seated in the government/senate/congress - shame on you. The Filipinos need more people like Ramon Ang for our country.

I think the ultimate plan is to use both Manila airports once NMIA opens. The existing NAIA should be treated like Haneda Airport while NMIA would be expected to be treated like Narita Airport; while the distance between NMIA and downtown Manila is expected to be less than the distance between Narita and downtown Tokyo. Very likely, the premium airlines can use both airports for international flights while the budget airlines' usage for international flights would likely need to move to NMIA. The budget airlines' domestic flights can still use both airports. I also think the new airport would be used for non-stop flight distances longer than between Manila and New York on Philippine Airlines on the Airbus A350 or Boeing 777X-8.

Corruption starts as well when passengers bring contrabands or expensive items and they do not want to pay duties or have it forfeited and they start to bribe …..airport authorities should arrest passengers on the spot who do this ….and hope employees will not be tempted to accept bribes….control measures should be adopted for employees to fear for consequences….on the issue of harassment😢 and lost luggage do you have stats?…there will probably be theft of what’s in the luggage but luggages being stolen? That is really bad if it is happening…I’ve passed thru this airport many, many times over the years and it has dramatically improved….

    NAIA Development Plans:
    1. Terminal Expansions for larger operational capacity of the airport, includes the T1 retrofit and refurbish.
    2. Dissolution of T4 for airport office relocation.
    3. Metro Manila Subway Station for T3 and future stations for T1, T2, and PITX Station near the future LRT-1 line extension (Phase 2 expansion)
Here are my suggestions for the development of the Airport:
    1. Since they will do expansion for the terminals, it's better the multi-level parking will have also basement parking for the airport staffs and airport vehicles.
    2. Hoping that they will reorganize the sections of the airport facilities. Pansin ko kasi parang kalat-kalat yung facilities ng airport so it's better na gawan ng new offices and/or facilities whichever kung kelangan ma-relocate necessary for the operation ng NAIA.
    3. Terminal transfer within the airport premisses. Alam na ma-traffic outside the airport, dun pa yung bus dadaan sa service roads kaya natatgalan yung transfer.
    4. Better if naka-solar na din yung terminals for lightings and other facilities which can cater inside the premises, but will prioritize to power the needed facilities if power shortage/interruption occur.
It will take time para maayos yung NAIA habang hindi pa tapos yun NMIA and it's better to have 2 airport will serve Metro Manila, like in South Korea (Incheon and Gimpo), para ma-decongest yung current main airport natin. Looking forward for 2030, although sabi ni SMC na sa 2029 daw matatapos yung NMIA.

I hope San Miguel will first fulfill its contract to improve the Godofredo P. Ramos (Boracay) Airport before anything else. After makuha ng San Miguel ang pamamahala sa airport na yun in 2010, very minimal lang ang improvement sa complex. Terminal remains cramp and lacks facilities fitting of a world class destination that is Boracay.

And I do beg to disagree too. Believe me, ENGLISH SPEAKERS do really understand people who were not ENGLISH SPEAKERS and not have English as their mother tongue. They were really forgiving even if the grammar is incorrect and they don’t take it as shameful.
Only the Pinoys think that writing a grammatically incorrect sentence is shameful and shame them.
With all of my European and American colleagues, they do not mind if you have a grammar error from time to time.
