It's more about having the ability to parametrically animate one frame, making it appear to be multiple hand drawn frames, it's not about making your animations better but making them faster. I've gotten the same effect in blender with grease pencil and it works well for certain projects. Every app is just a tool and every tool serves a purpose.

No, that’s a program called Adobe Fresco which has live watercolor brushes. She just wetted her real brush slightly with water then drew on the screen. But what you see is actually inside the program.
She's not actually painting on her ipad with a paintbrush. She recorded her brush strokes using ipen then played it back while brushing over the surface.
