I think the baby otter left the ice because he saw the fake otter and thought it was the mom. You can clearly see it at 1:43 and 1:58 , then realized it wasn’t the mom at 2:00 so it’s kind of BBCs fault lol

Not really. Otters don’t have a lot of excess fat like a seal does, so they only rely on their thick fur, having to groom their coat at least 3 hours per day to keep warm in even 60 degree waters

They film them year round so floating ice wouldn't make sense when there is no ice. They have decoy animals with cameras so they can be blend in wherever they go. They have an even more amazing video that is nuts, as the male otter violently kidnaps the baby from the mom when she rejects his advances.
