That was fun. We made these at work because people kept taking the pens from the Main Office at the school I worked at. We got a great laugh when we “forced men and young boys” to use them. Ahhh, the memories.

Cute update. I make mine with floral tape and they have lasted a long time. I just change out the ink when they get empty.
You can just use a craft knife and slip it underneath the black cap and pull off. You won’t need to drill a hole.
I began to do that in a clip that got deleted, so I started over from the beginning. I had mentioned in that clip that you can pry it out, push it out, use an open scissor (like you are saying about an exacto). Whatever you like! When I went to try and remove it in the deleted clip...it clicked, oh yeah, I used to drill it out! LOL! I just went with that. TY!
