Idk if people see this sort of thing in anime or other things and think it’s cool or mysterious, it’s not. It makes you look like a real creep in real life, there are some things in fiction we simply cannot recreate irl with the intended effect.
I've seen more than a few cases of this in anime. Typically, it's either with people who are quite familiar with each other or said weirdo is hit with some form of cosmic retribution.
Most anime don't have random strangers doing this. It's usually people who know each other well or have been around each other long enough to have some type of bond. Actually it's more of a stereotype in anime for a girl to hate the MC or the character they like before growing to love them.

At best you could get maybe an assault(not sexual assault just assault) but even then I doubt most judges would rule it as that and it's unlikely something that minor would ever reach court to begin with. If they were showing up to Sean/Jack's events repeatedly and making those kinds of remarks/advances intentionally after being told to cease than it would constitute harassment and result in an arrest and likely a restraining order.

The only people I’ve seen say men can’t be harassed are men or people who have been lucky enough to where they haven’t experienced it.
