Pay attention to the drums; that's the classic Purdie Shuffle in action...
This is a rare song where both Fagen and Becker take a solo. That’s Fagen on that whacky synthesizer solo and then in comes Beckers bluesy guitar solo. They are both heralded for their songwriting and everything as they should be but neither get enough credit for their musicianship, they’ve both recorded some of the most memorable solos on their albums
This song is so thick! Layers of textures and colors that immerse your ears in the voyage. Purdie is pulling you through the song with that driving, loping beat. It makes you want to drive. My favorite Dan tune!

I think but not for sure certain that Fagen could of been playing the melodica in that part of the song you were puzzled about , an instrument you blow into which also has a keyboard. Fagen plays this instrument at many of the concerts they do and on his later albums.
